Javier Ramirez filed the lawsuit against the federal government and 20 unnamed ICE officers.

The law allows civil suits against law enforcement officers, including ICE agents who violate constitutional rights.

In a statement to Spectrum News, ICE said Ramirez was arrested on June 12, 2025, for obstructing law enforcement, which it described as a felony.

Neama Rahmani, a former federal prosecutor, said courts have ruled that states cannot enforce laws that restrict federal agents carrying out federal law.

In September 2025, Newsom signed the “No Secret Police Act,” which bans law enforcement from wearing face coverings during operations.
