The Department of War (DOW), Intelligence Community (IC), and Federal Civilian Executive Branch (FCEB) Agencies own or operate this technology as National Security Systems (NSS). It shall be the policy of the United States Government that these systems be defended to the greatest extent practicable and that executive department and agency (agency) heads be accountable for this defense through government-wide oversight mechanisms.
