Tesla Advances Autonomous Push with Cybercab Production Tesla has officially begun manufacturing its purpose-built Cybercab robotaxi at Gigafactory Texas, marking a strategic pivot toward a driverless business model even as the company acknowledges that millions of its existing vehicles will require significant hardware retrofits to achieve full autonomy. Regulatory Strategy and Design The Cybercab is a two-seat, two-door electric vehicle featuring a cabin without traditional controls such as a steering wheel or pedals. Tesla is also assembling a secondary version equipped with a steering wheel to meet specific regulatory requirements in certain markets. Unlike competitors such as Waymo and Cruise, Tesla is positioning the Cybercab to bypass federal deployment limits on fully autonomous vehicles. Current National Highway Traffic Safety Administration (NHTSA) rules typically cap production at 2,500 units per year for vehicles lacking standard controls under exemption frameworks. Lars Moravy said the Cybercab was engineered from the outset to comply with all Federal Motor Vehicle Safety Standards (FMVSS). By meeting federal safety, bumper, and theft-prevention requirements, Tesla aims to self-certify the vehicle, enabling unrestricted production.
