Zurich has once again secured top spot in the seventh edition of the IMD Smart City Index. The Norwegian capital Oslo is in second place, ahead of Geneva, which according to a statement covering the report, successfully defended its ranking of third place from last year. In comparison with 2025, Lausanne improved by three places to seventh. For the index, citizens from a total of 148 cities were surveyed by the World Competitiveness Center (WCC) of the IMD business school. As the index showed, citizens also evaluate the quality of their city based on its political transparency and opportunities for participation. The concept of “smartness” therefore encompasses not only the application of cutting-edge technologies, but also a stronger perception of effective city governance and the implementation of digital services. Cities where people feel their voices are properly heard score significantly higher, according to the report. “The most advanced urban centers, where citizens feel happiest, are not necessarily distinguished by their utopian skylines, visible sensor networks, or pure technological sophistication”, comments Arturo Bris, Director of the WCC, in the statement. “Instead, they stand out for how effectively they align governance structures, sustainability priorities, public investment decisions, and perhaps most importantly, the cultivation of citizen trust”, he concludes. The report by consultancy Arup and supported by the Earthshot Prize, highlights how urban leaders are already delivering innovations in their own localities, which are cutting emissions and improving the lives of residents. And it argues cities which integrate various policy elements appear able to move more quickly than national governments in translating climate ambition into tangible outcomes, particularly on air quality and emissions reduction. The study contains 11 climate innovations across mobility, air quality, waste, restoration, and finance from various cities. It also comes at a critical time, with cities predicted to house 68% of the global population by 2050. In addition, cities also account for more than 70% of global carbon dioxide emissions and consume around three-quarters of global energy. The report highlights the work being done in Bogotá, Columbia, including the Urban Zone for Better Air strategy. The strategy is a place-based initiative to improve air quality in the parts of the city where higher pollution exposure overlaps with greater social vulnerability. It works alongside another program, FONCARGA, which has designed to modernize the city’s cargo transportation fleet by replacing old, highly polluting vehicles with cleaner, more efficient technologies. And it also comes on top of a public transport electrification program, which has reduced the PM2.5 emissions of the city’s public bus fleet. This transformation is not just about implementing technology; it requires getting the right skills, culture, policies, and processes in place to capitalise on the benefits of data, AI, and digital tools Following this year’s AcceleateGOV conference, Global Government Forum produced a report focusing on how to scale what works and overcome barriers to digital transformation. It is based on panel sessions, presentations and discussions at Global Government Forum’s AccelerateGOV 2025 conference held in Ottawa in December, as well as a survey of 228 Canadian public servants registered for the event. The findings show that while digital transformation is advancing across Canadian government and beyond, some areas need to be strengthened and obstacles addressed. While there are clear strengths in areas such as technology infrastructure, data use, and emerging AI adoption, there are also foundational challenges that remain, including legacy technology, procurement and skills. This chapter of the report looks at the progress that has been made in digital transformation across the Government of Canada. NEW ORLEANS — Seventh graders at Audubon Gentilly are taking on big, real-world challenges — and turning them into innovative solutions. Students recently completed “Smart City” projects, using science, technology, engineering, and math to design model cities focused on solving issues communities face every day. From energy use to natural resource shortages, the goal was to think critically about how cities can adapt and thrive in the future. “They took on a really big project of creating smart solutions to everyday problems that we have in our city,” said seventh-grade science teacher Kelsey Taylor. Students began by examining challenges here in New Orleans, then expanded their thinking beyond the city to design their own communities with creative, sustainable solutions. “And then we took it a little further… students took on the challenge to create their own cities,” said seventh-grade science teacher Kelsey Taylor. Some models include features such as solar panels and working lights, highlighting a focus on renewable energy and efficiency. Others explore ways to better manage resources or rethink how cities are built. Taylor says the project pushed students to think beyond the classroom. “Students just really challenged themselves to think about what problems we already face… and how they could create sustainable solutions,” she said. The hands-on assignment also became a collaborative effort, with families helping bring the students’ ideas to life. The end result? Detailed, imaginative cities — and students gaining a deeper understanding of how innovation can shape the world around them. “I’m very impressed with the project. It exceeded my expectations,” Taylor said. “It was amazing.” The teacher says she looks forward to bringing the project back again in the future.
