Turkmenistan focuses on digital development

Speaking at the plenary session of the 17th International Conference Turkmentel-2024, Chairman of the Turkmenaragatnashyk Agency Hajymurat Hudaykuliyev emphasized the importance of digitalization and cybersecurity for the development of the country. In his speech, he noted that digital technologies are transforming all spheres of life, from education to healthcare, and are becoming the basis for creating smart cities and efficient industry. Hudaykuliyev recalled that last year, the first smart city of Turkmenistan, Arkadag, was opened, which has already received international recognition. He also spoke about plans to expand high-speed Internet and introduce 5G technologies throughout the country. An important area has also become the training of specialists in the field of digital technologies. The country holds IT competitions and startup programs for school and university students. In addition, increased attention is paid to ensuring cybersecurity at the national level. «We are open to continuing international cooperation in this area and expect that this conference will become a successful platform for exchanging ideas and finding new solutions,» concluded Hudaykuliyev. The 17th International Exhibition and Scientific Conference on Telecommunications, Telemetry, Information Technology and Broadcasting Equipment Turkmentel-2024 is being held in Ashgabat on November 14-16. Cities urged to prepare for quantum cyber risks 07 August 2026 by Jonathan Andrews City technology leaders should begin preparing for post-quantum cybersecurity threats through supplier audits, workforce training and long-term technology planning, according to Chris Lucero, Technology and Design Director at The Connective, Greater Phoenix’s smart city consortium. Lucero told Cities Today that the security of municipal systems depends partly on the readiness of the technology companies supplying them. Cities therefore need to consider post-quantum security across their entire supply chains. “Every city needs to understand this threat from the entire supply chain, from womb to tomb,” he said. “You’re only as strong as your weakest links. If your vendors are not ready for this, you’re going to introduce vulnerabilities.” Cryptographically relevant quantum computers, with the number of qubits and level of error correction required for substantial computing, are not yet available, Lucero said. Existing systems can perform simulations but are not ready to conduct the type of large-scale attacks that concern cybersecurity specialists. Nevertheless, he argued that cities should prepare before more capable quantum computers emerge. Cybersecurity is also becoming a broader organisational issue rather than something confined to municipal IT departments, Lucero said. He expects it to become a core element of government and business strategy, requiring corresponding attention and investment. One emerging risk is known as “harvest now, decrypt later”. Under this approach, hackers collect encrypted data today in anticipation of gaining access to quantum computers capable of decoding it in the future. Asked to rate the current threat on a scale of one to ten, Lucero put it at “at least an eight”. Public benefits of land use don't outweigh local zoning, New Jersey Supreme Court says

In a unanimous ruling, the New Jersey Supreme Court revised the framework for localities considering variance requests, saying they must prioritize local land use compliance before weighing a project’s public benefits. The July 13 ruling, hailed by the state’s municipal league as a major win for local authority, states that local zoning authorities “should determine whether the applicant has made a showing that the variance or other relief sought will not substantially impair the intent and the purpose of the zoning plan and zoning ordinance” and should deny the variance “if the applicant has not made such a showing.” The ruling stems from a dispute after the Montville Township zoning board denied a developer’s application for a use variance to construct a 165-unit senior living facility because it conflicted with local land use rules despite being recognized as “inherently beneficial” under the state’s Municipal Land Use Law. The court in its ruling expressed no opinion on the Montville case itself. The ruling updates a state framework established in 1992 to align with a 1997 statutory amendment to the state’s Municipal Land Use Law, which shifted the initial burden to applicants seeking variances to show that their requests are not inconsistent with the intent of zoning plans or ordinances, according to New Jersey law firm Montgomery McCracken. It is the “most significant refinement” of the framework in more than three decades, the law firm stated in a blog post. Under the ruling, master plans “take on increased significance,” Montgomery McCracken wrote. Atoms And Joby Aviation Form Strategic Partnership To Build U.S. Vertiport Network

Atoms and Joby Aviation have formed a strategic partnership to acquire and develop vertiport sites across the United States as Joby prepares for early electric air taxi operations. The companies will initially focus on Florida, New York and Texas, where Joby is preparing early operations under the White House-backed eVTOL Integration Pilot Program, as well as California. The planned vertiports are designed to serve as multimodal transportation hubs where electric aircraft, autonomous ground vehicles and ridesharing services can connect. The sites are also expected to include on-site power infrastructure supporting aircraft charging and other operations. Atoms and Joby said the partnership is intended to address a growing infrastructure requirement as electric vertical takeoff and landing aircraft move closer to commercial deployment. Joby is developing an all-electric air taxi for passenger service and has flown its first FAA-conforming aircraft. The company has also entered the final stage of FAA type certification, while piloted flights in the San Francisco Bay Area and New York City have demonstrated the aircraft’s operational capabilities. Michael Birzer is a professor in the School of Criminal Justice and director of the Undergraduate Research and Creative Activity Hub at Wichita State University. Before he entered academia, he served in law enforcement, retiring at the rank of lieutenant. Cities across the U.S. are struggling to recruit skilled workers, modernize government and prepare the next generation of public servants. Too often, they overlook one of the most powerful partners they already have to accomplish those goals: their local university. The Wichita-Sedgwick County Law Enforcement Training Center is a case in point. Eight years ago, during a leg-stretching pause in a meeting between representatives from Wichita State University and the city of Wichita to select a new police chief, our city manager brought up the need for a new police academy. I saw an opportunity that would benefit Wichita State students, local law enforcement and the community. The training center is a collaborative effort between the university, the local police department and the sheriff’s office. It functions as both a training ground and a venue for recruits and officers pursuing their required annual continuing education and certification. One floor is dedicated to the University’s School of Criminal Justice, which includes faculty members who are former law enforcement officers and experts in fields such as criminal forensics, cybercrime and domestic violence. By integrating academic and practical environments, the program addresses the need for current and relevant training for both new police recruits and active law enforcement officers. Trainers in law enforcement benefit from one of the nation’s most advanced simulated environments. In addition, they leverage data from criminal justice researchers to make informed hiring decisions and utilize ongoing job analysis data to ensure promotions are more objective. For local governments, full benefits of ROAD to Housing Act could take years, analysis shows

The first year of implementing the landmark 21st Century ROAD to Housing Act will be less about shovels and more about paperwork, most of it on the shoulders of the U.S. Department of Housing and Urban Development, a July analysis by the National Association of Affordable Housing Lenders and the Center for Affordable Housing Lending found. Housing advocates cheered when the legislation became law last month, albeit without a presidential signature. The bipartisan legislation promises sweeping regulatory reforms and funding incentives designed to increase housing development that experts say the nation sorely needs. Of the 124 implementation actions detailed in the bill, HUD is responsible for 88, or 71%, according to the study. Congress will need to appropriate funding for the programs the law establishes. That means reports are required — lots of them. Within the first year of the law’s enactment, Congress directed agencies to achieve 58 of the 124 actions, or 47%, according to the analysis. Of those actions, 60% are reports. “While reports may seem like a lighter administrative undertaking relative to rulemakings, many of the reports in the bill involve more intensive data collection and analysis and disproportionately land in HUD’s Office of Policy Development and Research, which has 27% fewer staff than it did in FY25,” the analysis states. HUD has shed a significant number of staff compared with last year, according to the analysis, and its ability to take on the heavier workload will be “strained,” the analysis states. ROAD adds nine rules for HUD to implement. During the previous administration, HUD completed four major rules per year, per the analysis. Dive Brief: - As Uber and Lyft began offering ride-hailing services in cities across the U.S. during the 2010s, economic activity and employment in certain jobs increased, according to a Carnegie Mellon University study published on July 24 in Nature Cities. - The researchers found that regional gross domestic product per capita rose by an estimated 2.9% in the six years following the arrival of ride-hailing operators in each of the 167 metropolitan areas studied. - The study also identified growth in “unstable employment” — another way of referring to gig workers — of about 3.7% in the working-age population, but not in total employment. “That could indicate “substitution of permanent jobs with seasonal or intermittent alternatives, turnover between stable jobs, or both,” the report says. Dive Insight: “The data back up some of the claims that Uber and Lyft have made that their presence in U.S. cities has had some positive economic effects,” CMU Professor of Engineering and Public Policy Jeremy Michalek, an author of the report, told Smart Cities Dive. The increase in intermittent jobs “might represent those jobs that people take between other jobs or to supplement other jobs,” he said. Driving an Uber or Lyft could also lead to related app-based work, such as deliveries, errands or household tasks, the report says. The data suggests that ride-hailing companies “helped encourage economic activity, probably beyond the drivers themselves, but probably also with all of the additional travel that they enabled,” Michalek said. The study stopped at 2019, as the onset of the pandemic in 2020 disrupted transportation and work norms, Michalek said. He hopes to follow with a future study that would include the impact of driverless robotaxis.
