Dive Brief: - A bipartisan funding bill that would improve ports and harbors, inland waterways, flood and storm protection, and other water infrastructure passed unanimously out of the House Committee on Transportation and Infrastructure on Tuesday. - The Water Resources Development Act of 2026 authorizes $14 billion over four years for the Clean Water State Revolving Fund and $16.5 billion over five years for the Drinking Water State Revolving Fund, along with 133 new feasibility studies for locally proposed water infrastructure projects. - The legislation “is critical to helping communities build, maintain and improve this critical infrastructure, while growing our national and local economies,” the National League of Cities said in a June 30 letter to committee members. Dive Insight: Through WRDAs, Congress authorizes U.S. Army Corps of Engineers water resources infrastructure projects that originate at the local level. Congress has enacted a bipartisan WRDA every two years since 2014. Experts from the plastics and metals industries offered their views on these major global influences during a commodity market session at the “Supply Chain Outlook: Trends and Risks to Watch in 2026” virtual event on Wednesday. Here are some key takeaways from the event. Canmakers face pressure from Section 232 tariffs a year later Section 232 aluminum and steel tariffs, which have been in place since 2018, increased from 25% to 50% in 2025. That has caused “unavoidable cost increases” for U.S. can manufacturers since then, said Scott Breen, president of the Can Manufacturers Institute. Though aluminum beverage cans are mainly made of recycled content, they still need some primary aluminum, which is mostly imported from Canada. With higher tariffs, some Canadian producers are shifting their sales to other markets like Europe, Breen said. Because of that, U.S. producers of semi-fabricated products like can sheet had to source more aluminum from elsewhere, including states in the Persian Gulf region. In 2025, countries in that Gulf region made up about 21% of primary aluminum imports, and 13% being semi-fabricated imports. “That’s up significantly from 2024, basically at or near record levels,” he said, citing data from the Aluminum Association. Uber, Lucid and Nuro, which have partnered to manufacture and deploy robotaxis, said they would bring self-driving ride-hailing services to Houston in 2027. Nuro, an AI company developing autonomous driving technology, is testing with safety operators in the Texas city, according to a press release. Houston will be the second market for the partners’ program. Uber CEO Dara Khosrowshahi told investors in May that the company plans to begin public rides in the San Francisco Bay Area later this year. Nuro announced on May 8 that it had received its California Public Utilities Commission permit to begin testing AVs with passengers and a safety driver. Last year, Uber invested $300 million with Lucid to produce up to 20,000 Gravity robotaxis for its ride-hailing platform over six years in dozens of global markets, starting in the U.S. In April, Lucid announced that Uber increased its investment with an additional $200 million, upping the target to at least 35,000 robotaxis. Lucid, which produces the Gravity and another electric vehicle, sold 3,093 vehicles in the first quarter of 2026 and 3,953 vehicles in the second quarter. It manufactures the vehicles at a factory in Casa Grande, Arizona. Electric vehicle sales have slowed in line with reduced consumer demand, according to industry experts. The publicly traded company raised concerns last week following an executive shake-up and disclosed it had hired AlixPartners, a consulting firm, raising rumors of a potential bankruptcy, according to The Wall Street Journal. “Lucid is not considering bankruptcy or a transaction to take the company private. Those reports are false,” Lucid CEO Silvio Napoli said in a LinkedIn post yesterday. As another heat dome roasts the U.S. this week, a new Climate Mayors study confirms what many residents already sense: Extreme heat is more frequent and deadly, and they’re counting on local governments to help them cope. But fragmented information and messaging are hampering leaders’ ability to get residents the guidance they need. “Awareness alone is not enough,” Miami-Dade County Mayor Daniella Levine Cava told Smart Cities Dive. “People want to have clear, practical information that they can use immediately, as well as reminders to be proactive.” Levine Cava and Tucson Mayor Regina Romero led the Climate Mayors Extreme Heat Cohort that created the Climate Mayors Extreme Heat Toolkit, drawing on interviews and surveys with residents across five metropolitan regions to help local leaders communicate effectively about extreme heat. The toolkit includes strategic messaging to help city leaders position heatwaves as a public safety and quality-of-life issue; ready-to-use social media and public information campaigns; and audience profiles showing how different populations experience extreme heat and what information they need most. Residents want local leaders to show them what actions to take and direct them to sources of relief and support during extreme heat events, according to the toolkit. Effective communication helps them navigate heat-related challenges in the areas of health, affordability, transportation, housing, caregiving and access to services, it states. “The number one goal is to inform, prepare and protect people,” Romero told Smart Cities Dive. A series of events for the APEC Digital Week kicks off in Chengdu, the capital of Sichuan province and a city known for innovation and creativity in western China, on Thursday. The organizations say in a lawsuit filed Wednesday that they have been forced to censor their own advocacy work to avoid scrutiny from the White House, which in an executive order last year not only targeted the Hague-based criminal court but prohibited providing or receiving services to or from entities that have been sanctioned. The lawsuit, filed in federal court in Manhattan against top administration officials by DAWN and Taxpayers Alliance Against Genocide, seeks a court order that would strike down the restrictions on their advocacy and their ability to interact with Palestinian human rights groups and other sanctioned parties. “The Trump administration is using the blunt instrument of economic sanctions not only to punish human rights defenders but to police the political expressions of millions of Americans,” said Omar Shakir, the executive director of DAWN, a U.S.-based group advocating for democracy and human rights in the Arab world that was founded by Washington Post journalist Jamal Khashoggi, who was killed in 2018. “The government is violating the constitutional rights of American citizens in order to shield officials of a foreign government who have committed a genocide,” he said in a statement. The White House did not immediately return an email seeking comment on the lawsuit. The Hague-based ICC has been investigating allegations of war crimes in Gaza during the war that began after Hamas attacked Israel on Oct. 7, 2023. Advanced Info Service (AIS) has partnered with Bangkok Land to transform the Muang Thong Thani area into Thailand's next smart economic district. The two companies forged a strategic partnership to build an intelligent digital infrastructure across more than 4,000 rai of Muang Thong Thani, positioning one of Thailand's largest mixed-use developments as a next-generation smart, connected city and a future economic hub powered by advanced connectivity, artificial intelligence (AI) and data-driven urban management. The collaboration reflects a growing trend among property developers and telecom operators to integrate digital technologies into large-scale urban developments as Thailand seeks to strengthen its digital economy and improve the competitiveness of its cities. Pratthana Leelapanang, chief executive of AIS, said the initiative aims to transform Muang Thong Thani from Thailand's premier venue for exhibitions, conventions and entertainment into a fully integrated urban area where residential communities, commercial districts, educational institutions, public services and business facilities are seamlessly connected through digital infrastructure. AIS will deploy its next-generation communications infrastructure throughout the development, anchored by a comprehensive 5G advanced network that uses carrier aggregation technology to provide higher speeds, lower latency and greater network capacity, he said. The upgraded network is designed to accommodate tens of thousands of concurrent users, particularly at the Impact exhibition and convention facilities, while supporting bandwidth-intensive applications, including live-streaming, extended reality, holographic communications and real-time broadcasting. The telecom operator is also expanding AIS 3BB Fibre3 broadband services with WiFi 7 technology across residential areas, enabling future digital lifestyles through smart home applications, remote working, telemedicine and connected healthcare services, said Mr Pratthana. Each year, millions of tourists from around the world visit Pompeii. They admire its frescoes and archaeological ruins, but few of them ever notice the solar panels installed on the roof of the ancient Roman Villa of the Mysteries. “Here we can see one of the roof tiles above us,” says Gabriel Zuchtriegel, Director of the Pompeii Archaeological Park, holding one up. “From this side, it looks just like an ancient Roman tile. But if we look at it from behind, we can see that it is actually a small photovoltaic panel. It generates electricity to illuminate this villa, and a large share of the energy needed here comes directly from the roof installation.” Developed by the Italian company Visen, these photovoltaic tiles could soon be deployed on other buildings within the Pompeii Archaeological Park that are not connected to the electricity grid. Beyond their practical applications, the initiative is part of a broader commitment to sustainability, aimed at reconciling environmental responsibility with the preservation of Pompeii's invaluable heritage. “The landscape is a fundamental part of our heritage,” says Zuchtriegel. “Protecting the landscape means, of course, restoring cultural sites and monuments appropriately, but it also means taking the environment into account.
