Mohammed bin Rashid Leadership Forum puts leadership and future priorities in focus
Dubai: The Mohammed bin Rashid Leadership Forum will open on Tuesday at Dubai World Trade Centre, bringing together 1,000 government and private sector leaders to discuss Dubai’s future priorities and leadership development. The annual forum is being held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. It is organised by the Mohammed bin Rashid Center for Leadership Development (MBRCLD). The forum will honour the director general selected to receive the Mohammed bin Rashid Leadership Medal, described as the highest accolade within the Government of Dubai. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence and Chairman of The Executive Council of Dubai, launched the medal at the previous edition.
Smart City SPV to Get New Role as State-Level Urban Development Agency
The Goa Cabinet has approved a new role for Imagine Panaji Smart City Development Limited (IPSCDL), which was established in 2016 to implement Smart City projects in the state capital. With most of its planned works nearing completion, the company will now be restructured as a State-Level Urban Development Special Purpose Vehicle (SPV) to support urban development projects across Goa. The decision aims to utilise the expertise and institutional capacity developed by the Smart City corporation for future urban infrastructure and development initiatives. The restructuring is expected to transform the Smart City SPV into a multi-functional urban development agency, extending its role beyond Panaji to urban areas across Goa. The new arrangement could provide the state with a dedicated institutional mechanism to support municipal infrastructure and urban development projects.

Teo Nie Ching: RM300m smart city project to transform Kota Kinabalu by 2028
KOTA KINABALU, Oct 11 — Kota Kinabalu is set to be transformed into a smart city through a project worth about RM300 million, expected to be completed by February 2028, enhancing urban management, public safety and service delivery. Deputy Communications Minister Teo Nie Ching said the Kota Kinabalu Smart City Project, which began on August 6, was being implemented through a collaboration between the Malaysian Communications and Multimedia Commission (MCMC) and Kota Kinabalu City Hall (DBKK), using Universal Service Provision (USP) funds. Teo said MCMC would bear the operating costs of the smart city infrastructure for five years after the two-year development period, before handing over the entire facility to DBKK. Meanwhile, Kota Kinabalu MP Datuk Chan Foong Hin described the project as an important step towards transforming Sabah’s state capital into a more modern, safe and competitive smart city. “This is a good project because repurposing this heritage building will help position Kota Kinabalu among the cities embracing smart city development,” he said.

On Centre’s prod, Goa transitions smart city into state-level SPV
Panaji: State cabinet on Saturday granted its approval to repurpose and transition Imagine Panaji Smart City Development Limited (IPSCDL) into a state-level urban development special purpose vehicle (SPV) to complete the projects and hand them over to the respective departments. IPSCDL is an SPV established in 2016 by govt for the implementation of Smart Cities Mission, Atal Mission for Rejuvenation and Urban Transformation (AMRUT), and other central or state govt initiatives and projects aimed at upgradation of urban development and infrastructure enhancement. IPSCDL has undertaken a total of 51 projects under Smart Cities Mission and under AMRUT Mission, consisting of a wide range of sectors, including roads, smart transportation, integrated command and control centre (ICCC), urban beautification, softscaping, and more. “These capacities represent significant public investment and institutional value, which merit long-term utilization beyond the formal closure of the smart cities mission,” the cabinet noted. The repurposed IPSCDL shall function as an agile, multi-functional urban institution, supporting state govt, urban local bodies (ULBs), and line departments in planning, implementation, operations, and innovation in the urban sector, and shall develop and implement projects/schemes.

HUD manufactured housing plan aims to spur production
Dive Brief: The U.S. Department of Housing and Urban Development on Wednesday released a Next Generation Manufactured Housing Action Plan to update development standards for the affordable housing. In compliance with the 21st Century ROAD to Housing Act, the agency’s action plan outlines HUD Code regulatory updates concerning efficiency standards, construction, installation and more. The new law’s removal of a permanent chassis requirement for manufactured homes is “particularly significant” for the future of factory-built housing and offers more flexibility, according to HUD. Production of manufactured housing — a lower-cost housing option — has dwindled from its heyday in the 1970s and 1980s. In compliance with ROAD, HUD’s seven-step action plan updates manufactured housing efficiency standards; revises standards and technical regulations for manufactured homes built without a permanent chassis; addresses installation requirements for chassis-free manufactured housing; and calls for studying manufactured housing without a permanent chassis to better understand “how off-chassis manufactured housing works in practice.”

FEMA announced it was ending BRIC in April 2025, then reinstated it in March after a judge ruled the termination was unlawful. As of March, hundreds of communities were waiting for FEMA to award over $2 billion through the program, according to the GAO. “They have their hands full trying to get through these projects,” Currie said. FEMA never informed its regional officers about what to tell cities and states about the canceled grants, Currie said, so local governments were left in the dark about how to proceed. The GAO reviewed FEMA documentation, analyzed BRIC data from four grant cycles and interviewed FEMA officials and representatives from six states and six communities for the report.

The World Council on City Data (WCCD) has awarded Vinhomes Green Paradise in Can Gio, Ho Chi Minh City, an Interim Custom ISO 37122 Smart City Certification. It is an interim award tied to this project’s own smart city goals, not a general benchmark of the kind applied to established cities. The 2026 IMD Smart City Index, which ranks 148 cities almost entirely on resident perceptions, suggests that technology alone does not make a city smart. It is separate from the smart city standard used at Can Gio, and covers sustainability rather than smart city performance. For now, the Can Gio certification offers a reference point for how an interim, data-led approach can be applied to a city that does not yet exist.
