As heat, drought and extreme rainfall put growing pressure on Europe’s cities, the city of Guimaraes is using digital tools and scientific data to decide where climate action is needed most, and to measure what works. The Portuguese city, European Green Capital 2026, has placed nature-based solutions at the heart of its climate strategy. But Guimaraes is going further than expanding parks, green corridors and retention basins. It is using satellite imagery, geospatial analysis and machine learning to understand where these solutions are working, where climate risks are highest and where future investment should be focused. “Climate adaptation begins with understanding our territory,” says Alberto Martins, Councillor for Environment and Sustainability, Guimaraes City Council. “Digital tools and climate data allow us to understand how climate risks evolve across the territory, identify emerging vulnerabilities and make evidence-based decisions.” The aim is simple: to turn climate data into better local decisions. A study led by Paloma Toscan, with researchers from the University of Minho, including Eduardo Pereira, a member of the Scientific Committee of Guimaraes European Green Capital 2026 and the Landscape Laboratory, used Guimaraes as a case study to demonstrate a methodology for measuring and quantifying the impact of nature-based solutions on urban heat and land cover. The work shows how cities can use existing data and open-source tools to support climate resilience, guide planning and make the benefits of green infrastructure more visible. ALMATY – Kazakhstan is betting that Alatau City can evolve from a planned development outside Almaty into a regional economic hub. Backed by a special legal regime and billions of dollars in proposed investment, the project seeks to combine manufacturing, logistics, technology and finance with new transport and digital infrastructure, but its success will depend on whether ambition can be translated into sustained investment and effective governance. The latest government review on Aug. 28 shows that the project is moving from planning toward implementation. Alatau City’s investment pipeline has expanded to 67 projects worth nearly $6.9 billion, with the potential to create around 55,000 jobs. Projects involving PepsiCo, Sunny Paper, Mars Petcare KZ, Griffin Logopark, DanaFlex and G-Trans Service are at different stages of implementation, while additional projects are being developed with Korean and Chinese partners. The scale of the investment pipeline is only one measure of the project’s potential. The larger question is whether Alatau City can generate a new concentration of economic activity rather than simply shift some activity from neighbouring Almaty. From a new city to a new economic center The government has given Alatau City an unusually broad mandate. PepsiCo and Sunny Paper are in the active implementation phase, while work has begun on production and logistics projects involving Mars Petcare KZ, Griffin Logopark, DanaFlex and G-Trans Service. Other proposed projects include sustainable aviation fuel and green energy initiatives by Full Vision Capital, a branch of South Korea’s KAIST research institute, logistics and data-center projects involving CIMC and a high-tech agricultural complex by Sinomach. The Department of Mechanical and Industrial Engineering (DTMI), Faculty of Engineering, Universitas Gadjah Mada (FT UGM), collaborated with Nanyang Technological University (NTU) to organize the ASEAN Summer School from July 13–17, 2026. Supported by the Tanoto Foundation, the DTMI × NTU ASEAN Summer School brought together students from ASEAN countries, including Singapore, Malaysia, Thailand, Myanmar, Vietnam, and Brunei Darussalam. The program also welcomed students from Universitas Gadjah Mada (UGM), the Bandung Institute of Technology (ITB), and the University of Indonesia (UI). Dr. Muslim Mahardika, Head of DTMI UGM, said the ASEAN Summer School serves as a platform for strengthening connections among universities across ASEAN member states. “Through this program, we hope to build strong partnerships in both research and education,” Dr. Muslim said in a statement released on Tuesday (Jul. 28). Representing NTU, Dr. Tan Pei Yen said the program gave participants opportunities to engage in discussions, exchange ideas, and learn directly from local communities. “This is an excellent opportunity for students to observe community dynamics firsthand and discuss ideas for potential solutions,” Dr. Tan said. Brussels, 3 September 2026 The European Commission launched through its Executive Agency CINEA the 2026 call for proposals under the Connecting Europe Facility (CEF) for Transport, making €1.1 billion available to build and modernise transport infrastructure in the EU and the CEF associated countries of Ukraine and Moldova. The projects to be funded will contribute to the completion and modernisation of the trans-European transport network (TEN-T). They will lead to more sustainable, smart, interoperable and resilient mobility across the TEN-T. Dive Brief: - The Colorado Department of Public Health and Environment announced on Wednesday a new Landfill Methane Mitigation Grant Program. The program is set to disburse $14 million through 2029 to help operators meet the state's recently enacted landfill gas regulation. - In December, the state enacted rules on landfill gas emissions that went beyond federal requirements for the first time, joining states like California, Maryland, Oregon and Washington. - The new program is funded through the federal Climate Pollution Reduction Grant program created by the Inflation Reduction Act of 2022. Despite some conflict between the federal government and states over fund disbursement for certain IRA programs, Colorado secured its funding for this landfill program before the Trump administration instituted pauses, according to a spokesperson for CDPHE. Dive Insight: Colorado Regulation 31 created a methane-based landfill gas threshold past which operators must install landfill gas collection and control systems. It also instituted enhanced monitoring requirements and implemented other changes that go beyond federal requirements. The regulation is expected to affect 32 landfills in the state. Operators were required to submit initial waste-in-place reports on June 30. The regulation was hailed by its proponents for its greenhouse gas emissions reductions. An estimated 12.53 million metric tons of carbon dioxide equivalent could be avoided by 2050 as a result of the changes, CDPHE estimated. But smaller landfill operators in Colorado objected to the tighter regulation, arguing they faced a funding gap to meet its requirements. Staff in CDPHE's Air Pollution Control Division tweaked Regulation 31’s final language in part to meet those concerns. Landfills owned by local governments that have less than 8 million tons of waste in place were given an extra three years to comply with the rule. The APCD oversees the new grant program. As part of its strategy to address rising rents and a shortfall of more than 50,000 affordable housing units, Cleveland is kickstarting development using a public-private partnership model. The Cleveland Housing Investment Fund launched last year with a goal of raising $100 million to spur the construction of 2,500 to 3,000 new housing units. The fund focuses on financing the construction of rental housing for residents with low to moderate incomes, with an emphasis on those earning less than 80% of the area median income, or around $55,000 a year. The program also plans to develop a minimum of 100 units of for-sale housing, as well as neighborhood-scale rehabilitation projects. Average loans or investments per project are expected to be around $1 million to $5 million. The fund has raised $53 million so far, with 216 new housing units in the works, Mayor Justin Bibb said on social media last week. The program got off the ground with $18 million in seed money from the city, which used surplus American Rescue Plan Act funding for the initiative. The initiative has received a $20 million commitment from KeyBank, $10 million from Huntington Bank and $5 million from Fifth Third Bank. The fund is managed by LISC Fund Management, an affiliate of Local Initiatives Support Corporation, a national community development nonprofit organization, and was based on a similar model in Detroit. “As any mayor will tell you, we love stealing each other’s ideas,” Bibb said at a press event last week. “I was just so proud of the work that LISC did in Detroit with their housing opportunity fund that I jumped at the opportunity to make sure that we brought that public-private partnership model to Cleveland.” Earlier this year, the fund allocated nearly $6 million toward a 60-unit affordable housing project

City agencies, more than 60 of them, had spent years connecting sensors, cameras, transponders, and access points to municipal networks with little coordination and less oversight. Nobody knew how many devices were out there. Nobody knew who had installed them, whether they were still supported, or whether they had ever been tested for basic security flaws. "It was the wild, wild west," Sumnicht said. "Everyone was just bringing in whatever they needed, putting it on their networks, and really not thinking about the cyber hygiene behind the solution." What Sumnicht and her team built from that starting point, a proactive endpoint security program that would go on to uncover 159 previously unknown vulnerabilities, offers a blueprint for how American cities are rethinking what it means to be smart. The lesson isn't just about better sensors or faster analytics. It's about resilience, and about who cities trust to help build it. From Connected to Resilient For most of the past decade, the smart city conversation centered on connectivity and efficiency: traffic sensors, digital kiosks, cashless parking. That conversation has shifted. The annual global index ranks cities according to how effectively they use technology to improve everyday life and tackle the big urban headaches, from traffic and housing to public safety and sustainability. Rather than counting robots or tech billionaires, the rankings are largely shaped by how residents themselves feel about the infrastructure, services and technology available in their city. We’ve got a feeling our shiny new metro system might have something to do with our recent jump. In this year’s rankings, the Harbour City jumped from 32nd place in 2025 to 22nd out of 148 cities this year, earning an overall A rating. But communities should also recognize the negotiating opportunity created when everybody else is running away. If a data center wants into your community, make it pay its own way. Protect taxpayers, infrastructure, neighborhoods, water, and the electrical grid. Then negotiate the best possible deal for the people who already live there.
