More <b>cities</b> are embracing AI permitting systems. HUD funding is available for them.

Dive Brief: - The U.S. Department of Housing and Urban Development is offering up to $3 million in grants for local governments to deploy automated permitting and building code systems. - Cities can receive a maximum of $1.5 million in funding, with a minimum of $300,000. The deadline to apply is July 13. - HUD will collaborate with state and local governments “to test new automated permitting tools that may increase the speed and lower the cost of permitting, with broader aims of promoting housing affordability.” Dive Insight: Housing supply is the number one issue for local governments, municipal leaders say. As cities look to address the housing affordability crisis, more are overhauling their permitting processes with AI systems to improve efficiency and streamline more development. President Donald Trump issued an executive order in March with mandates to reduce regulatory barriers to affordable housing construction, including slow permitting processes. HUD last month also published a list of “regulatory best practices” for localities that included incorporating AI into construction permitting processes. HUD said it will work closely with grant recipients to evaluate the impact of the AI permitting and building code tools to inform broader adoption. “While these systems are increasingly marketed to state and local governments, there is limited publicly available documentation of implementation experiences, staffing implications, and governance considerations,” HUD said. The HUD funding would cover the initial three-year period of software licensing, as well as costs associated with salaries and expenses for staff to manage adoption and operation of the automated system, according to HUD. Participating jurisdictions could deploy systems that assist with application intake, completeness checks, automated code screening and digital workflow management, the agency said, citing platforms such as PermitFlow, Blitz Permits, CivCheck and Permitify as examples.

Federal support for 'critical' local cybersecurity resource could be renewed under new bill

Mark Warner, D-Va., introduced legislation last week that would restore federal support for the Multi-State Information Sharing and Analysis Center, a longstanding program that provided free and low-cost cybersecurity resources to state and local governments before the Donald Trump administration cut funding for it last year. - The Guaranteeing Universal Access to Cybersecurity Act proposes to restore and expand local governments’ access to MS-ISAC and authorize $50 million in federal funding annually to support the program. - City and county leaders say the MS-ISAC program is “critical” to their cybersecurity operations. Dive Insight: Local governments are facing a barrage of increasingly sophisticated cybersecurity attacks, with some experts attributing the surge to the increasing prevalence of AI. State CIOs say they are less confident about their ability to protect public-sector data from the growing cyber threats. Last year, in the midst of a federal government overhaul, the Trump administration cut federal financial support for the decades-old MS-ISAC program and prohibited local governments from using any federal funding for the program. MS-ISAC, run by the Center for Internet Security, an independent nonprofit, began operating as a fee-based membership service after federal support ended last September. The Guaranteeing Universal Access to Cybersecurity Act would task the director of the Cybersecurity and Infrastructure Security Agency with entering into an agreement with CIS to provide no-cost cybersecurity services, intelligence collection and technical assistance to states and local governments. MS-ISAC provided cybersecurity resources to more than 18,000 state and local governments as of last year, with a fiscal 2025 operating budget of $27 million. In 2024, it detected and prevented nearly 60,000 malware and ransomware attacks on local governments, according to the Center for Internet Security.

Criciúma bets on technology to become a national reference in <b>smart city</b>

Blockchain-enhanced federated learning for IoT security and privacy using the GSR-C2N model

Abstract The rapid proliferation of Internet of Things devices has intensified the demand for security, privacy-preserving, and scalable machine learning solutions. Federated Learning (FL) supports the decentralized training of models across distributed devices without transporting raw data, whereas blockchain provides a trusted, transparent mechanism for integrity and reaching consensus. The paper explains an FL framework that incorporates blockchain technology, based on the GSR-C2N model for identifying crypto-mining malware. It is demonstrated that the system’s feature extraction and optimization processes are optimized to address security problems in IoT by utilizing blockchain to verify model updates and build trust and privacy. The given structure has demonstrated superiority to the current practices. This model was 96.85% accurate and 97.51% specific on the crypto-mining malware data set using 10-fold cross-validation, making it applicable to smart healthcare and smart city applications with IoT-based systems. In addition, when combined with regulatory compliance, homomorphic encryption can strengthen data and privacy management, underscoring the model’s effectiveness in advanced IoT systems. Pedestrian death rates remain high: <b>Smart</b> Growth America study

Dive Brief: - Although overall pedestrian deaths in the U.S. have declined in recent years, fatalities in the nation’s largest cities remain well above the number of deaths in 2009, according to a report released Tuesday by Smart Growth America and the National Complete Streets Coalition. - The report compared average pedestrian fatalities in each city from 2020 to 2024 with the 2015-2019 period. Of the 101 largest metropolitan areas studied, 18 saw decreased pedestrian fatality rates, seven held steady and 76 worsened, based on average pedestrian death rates per 100,000 people. - “We saw a dip in fatalities from a historic high,” Smart Growth America President and CEO Beth Osborne said during a media briefing Tuesday. “This is a reversion to the mean. In our last issue, I wrote about smart cities and the growing debate over who owns the enormous amount of information they collect. This debate might help explain why a strange technology race is taking shape today. Companies, governments and researchers are scrambling to build tools capable of protecting sensitive information in a world where AI can infer information we never intentionally shared in the first place. This new privacy market is set to become a massive business. And could also become one of the most important technology battlegrounds of the next decade. It’s Complicated… More than a decade ago, Target figured out a teenage girl was pregnant before her father did. The retailer’s analytics systems noticed changes in her shopping habits and began sending coupons for baby products to the family’s home. Her father reportedly stormed into a Target store demanding answers, only to later discover the prediction had been correct. At the time, that story seemed shocking. But today it almost feels primitive. Because Target made that prediction using relatively basic data analysis compared with the much more advanced AI systems being built today. The entire online privacy economy was built around the simple idea of trying to protect information you knowingly handed over. Companies collected your data, but you decided whether to share it. And cybersecurity firms tried to keep it from leaking or getting stolen. But AI is changing the definition of privacy. Back in 2013, researchers from Cambridge and Microsoft demonstrated that Facebook Likes could accurately predict highly personal traits including political views, personality characteristics and sexual orientation. That study used data from just 58,000 volunteers. In a smart city, this data is collected, analysed, and used to improve daily life. Sensors placed across roads can measure traffic flow in real time. If congestion builds up, traffic lights can adjust automatically to ease movement. Public transport systems track buses and trains so commuters receive accurate arrival updates. Waste management systems use sensors in bins to signal when they are full, reducing unnecessary collection trips. Water and electricity networks also benefit. Smart meters record usage patterns, helping detect leaks or power outages quickly. This reduces waste and speeds up repairs. Environmental sensors monitor air quality, temperature, and noise levels, allowing authorities to respond to pollution hotspots. The key idea behind a smart city is not just collecting data but acting on it. Advanced software analyses patterns and predicts demand. For example, energy consumption during peak hours can be anticipated, allowing better resource planning. However, data driven cities must balance efficiency with privacy. Collecting information about movement, consumption, or public behaviour raises concerns about surveillance and data protection. Secure systems and clear policies are essential. Smart cities use data as a decision-making tool. Instead of reacting slowly to problems, city systems can respond in near real time. When used responsibly, data helps make urban spaces safer, cleaner, and more efficient.

Seattle's social housing experiment takes first major steps | Multifamily Dive

After a few snags, Seattle’s plan to provide publicly owned, permanently affordable social housing is starting to come to fruition. The voter-approved initiative hit the ground running this year after the Seattle City Council signed off on $115 million for the plan in February. Seattle Social Housing Developer, the entity created to carry out the vision, announced May 22 it had zeroed in on its first building, a downtown 150-unit apartment complex purchased for around $60 million. It expects the purchase to be finalized this month. Seattle residents voted to approve a social housing authority in the city in February 2023. Seattle voters last year approved a plan to fund the initiative with a new 5% tax on employers making more than $1 million annually. The city has around 170 such employers, including Microsoft, Amazon and Starbucks. SSHD will offer the first 15 units that become available in the building to households at or below 30% of the area median income, or $34,530 for an individual and $39,480 for a two-person household, via a lottery system. That lottery closed June 5 with more than 10,200 applications, The Seattle Times reported. SSHD is also incentivizing current residents of the luxury building to remain by freezing existing rents for two years, removing fees for pest control and bike storage, and offering public transit passes for all building residents. “The developer aims to provide high quality housing that fosters community, is inclusive, permanently affordable, and climate forward,” SSHD said in a news release. The next 45 units that become available in the building will be given to households making 30% to 50% of the area median income, according to SSHD.
