The discussions involved Deputy Prime Minister Batyr Annayev and Minister of Communications Hajymyrat Hudaygulyyev. The Chinese side included major firms such as Huawei Technologies Co., ZTE-affiliated enterprises, and other representatives of the technology and telecommunications sector, with both parties emphasizing significant potential for long-term collaboration.
The meetings addressed prospects for joint projects, including the establishment of AI research centers, development of Internet of Things solutions, smart city systems, and cooperation in neural network and quantum technologies.
Hudaygulyyev noted that artificial intelligence constitutes a strategic priority for Turkmenistan, serving as a key instrument for enhancing public administration efficiency and supporting development in healthcare, education, and other sectors.

But with sparse population and limited urban activity across large parts of Pardi, Punapur, Bharatwada and Bhandewadi, residents are increasingly asking: who exactly will use these grand facilities today? The Smart City ABD project was projected as East Nagpur’s grand urban transformation. Under the 60:40 land pooling model, residents surrendered large portions of land for roads and civic infrastructure with promises of seamless connectivity, rising land value and organised development. However, a ground visit by The Hitavada reveals a sharply different reality. Roads to nowhere Several newly constructed roads abruptly end into vacant land, muddy stretches and undeveloped patches. In some places, incomplete roads dangerously open towards nullahs without proper barricading, making night travel risky. The proposed connectivity from Bhandara Road through Pardi towards Kalamna Town remains incomplete in multiple stretches. Smart cities are being promoted as the “future of urban living”, but are they actually making our lives better? We are already aware that our world is rapidly urbanising: we expect that over 70% of the world’s population will be living in cities by 2050 and there is immense pressure for cities to become stronger in terms of infrastructure and resources (housing, transport). Cities are already a focal point for economic development, generating 80% of global GDP while simultaneously responsible for 70% of global CO2 emissions, according to an International Energy Agency report. As a matter of fact, Smart City programmes are part of the UN’s Sustainable Development Goal 11: Sustainable Cities and Communities. Smart City is basically the application of information and communication technology to urban environments in order to make them more sustainable, safe, and efficient. Building on this foundation, in many parts of the world such as Barcelona, there is now increased connectivity for everyday life due to the deployment of smart transport systems which reduce commuting time, and smart streetlighting to ensure better safety. This increases overall life satisfaction for many residents. This is, however not the reality in many places across the world, as in less developed countries many communities do not have access to basic resources, let alone innovative technologies, which can exacerbate the digital divide, with only certain sections of the community benefiting. While smart cities can increase life satisfaction, they also have the potential to increase inequality. Furthermore, the economic benefits of smart cities have yielded mixed results; smart infrastructure attracted investors and spurred innovation in Singapore and in doing so, increased productivity and boosted growth, thereby leading to more jobs. Opposition group looks to defeat SMART bus millage renewal A group opposed to an August millage in Wayne County that would generate funds for Metro Detroit's SMART bus system has banded together, saying the buses have too low of ridership and generate too little funding from fares to make the millage a worthy taxpayer investment. The opposition group, called Not Smart Wayne, is making its case as 17 cities in Michigan's most populated county prepare to vote on the millage for the first time on Aug. 4. Wayne County has, until now, allowed cities to choose not to participate in the approximately 1-mill property tax for SMART bus funding. But the state Legislature passed a bill in 2024 prohibiting the county's communities from opting out, which Gov. Gretchen Whitmer signed in January 2025. "It is a fantasy that these transit rider people have in their heads, that somehow we can overlay a European transit system on a suburban community with suburban-type density," said Matthew Wilk, one of Not Smart Wayne's organizers. He formed the opposition committee in March alongside co-organizer Patty Pozios. But SMART CEO Tiffany Gunter said the bus system provides a critical service and has improved in recent years based on some key measures. Its added three new routes in Oakland County since 2022, the last renewal of the millage that also eliminated the opt-out choice for the county. She added ridership has increased by 40% over the last few months on the Woodward and Gratiot corridors, two of SMART's busiest routes, and frequency of buses arriving has improved to 20 minutes on those avenues. As living costs rise and fuel prices soar, community energy sharing could help cut costs and boost resilience, University of Waikato research shows. A pilot project led by University of Waikato postdoctoral researcher Dr Min Zhang and Professor of Software Engineering Mark Apperley from the University’s Ahuora Centre for Smart Energy Systems focused on how households, schools and businesses on a section of the western side of Waiheke Island could share locally generated solar energy rather than relying solely on the national grid. Their study proves a concept that could be used in communities throughout New Zealand. Working with local community group Electrify Waiheke, the Waikato researchers collected energy data from households, a vineyard, a pottery studio and a primary and high school to model how a local energy-sharing system could work. The section of the island was chosen for its representation of the diverse makeup of residents, and the fact that many in the community are very interested in exploring this opportunity. The concept allows households with solar panels and batteries to sell excess energy directly to neighbours at a lower cost than standard market rates. “Instead of selling surplus solar power back to the grid at a low price, households can share it within the community, creating benefits for both buyers and sellers,” Dr Zhang says. The study also highlights the potential for shared infrastructure, such as community-scale solar installations or a shared large battery, reducing the need for individual households to invest in expensive systems. She also notes the modelling shows even households without solar panels can save money by participating in the system. DigiCert has announced a new “AI Trust” architecture aimed at helping organisations secure AI systems and verify AI-generated outputs, as enterprises increasingly deploy autonomous agents and third-party models and face growing concerns about content authenticity. The company said the architecture is designed to provide cryptographic verification across AI agents, AI models and digital content, with new capabilities delivered as enhancements to its DigiCert ONE platform. DigiCert argued that the rapid adoption of AI is creating gaps in enterprise trust controls, citing autonomous agents operating across systems, supply chain and intellectual property risks associated with AI models, and the difficulty of verifying whether digital content has been altered or generated by AI. “AI has created a new trust challenge,” said Amit Sinha, CEO of DigiCert. “Organisations are relying on agents, models, and content they can’t always verify.” According to DigiCert, the new architecture is intended to establish what an AI system is, what it is authorised to do, and what it produces, using cryptographic methods to support identity-based governance, model integrity validation and content provenance within a single framework. The company detailed three components: AI Agent Trust is positioned as a capability for discovery, identity, governance and lifecycle management of AI agents, including authentication, authorisation and audit controls. At the 12345 citizen service hotline center, participants learned about the round-the-clock model for receiving consultations, complaints, reports, assistance requests and suggestions from the public, and providing rapid responses through coordination among multiple government departments. In 2025, the hotline received about 5.8 million requests, with a case completion rate of 99.8 percent and a public satisfaction rate of 97.5 percent, according to local authorities. Elmoula Abdelbaki, director of municipal affairs of Tozeur Governorate in Tunisia, said the hotline features rapid response, quality service and high efficiency. "It fully embodies the people-centered governance philosophy and serves as a successful model for urban public services and grassroots governance," he said, adding that he hopes to introduce the model in Tunisia to improve civil services and enhance cooperation with China in grassroots governance. Carroll County’s long-running effort to expand broadband infrastructure is drawing national attention, with its Public Network project receiving a 2026 Smart 20 Award from Smart Cities Connect. The recognition highlights projects from around the world that demonstrate innovation in technology and infrastructure, and, in Carroll County’s case, reflects nearly two decades of investment in building a countywide fiber network. Carroll County’s Public Network (CCPN) is a middle-mile fiber network designed to support high-capacity broadband across the county. Launched in 2007, the network now: - spans more than 110 miles of fiber - connects over 130 local and state agencies - supports schools, libraries, and community institutions - enables private providers to deliver last-mile service Rather than focusing solely on direct service delivery, the county built foundational infrastructure, creating capacity that private providers could expand upon. One notable feature of the project is that the county intentionally built excess fiber capacity into the system. In doing so they can allow leasing to private providers, long-term revenue generation, and greater flexibility as demand grows. They also established an enterprise fun to support maintenance and sustainability over time, a model that blends public investment with ongoing operational strategy. Additionally, the county established a collaborative network across public schools, the public library system, Carroll Community College, as well as private sector partners. This shared approach helped distribute costs, expand usage, and strengthen the overall value of the network across multiple sectors. PwC Report: Decarbonisation Drives Energy Strategy Shift More companies are increasing their sustainability and decarbonisation ambitions than reducing them, according to PwC’s Third Annual State of Decarbonization Report, with energy now core to how businesses deliver on those goals. The findings show that 23% of companies are stepping up their commitments compared to 18% scaling back, while 82% are maintaining or accelerating timelines. At the same time, rising electricity prices and growing demand are pushing energy strategy to the forefront of corporate decision-making. How do energy pressures reshape decarbonisation? Energy has become a defining factor in decarbonisation performance. Electricity prices have risen by between 7% and 25%, while global investment in industrial energy efficiency has surged by 45% between 2020 and 2025 to around US$30bn. Despite these pressures, 69% of companies are still on track to meet Scope 1 and 2 emissions targets. Businesses are increasingly focusing on energy optimisation and operational efficiency to deliver both emissions cuts and cost savings. “What the data shows is that the business case for decarbonisation is getting stronger, not weaker,” writes David Linich, Decarbonization and Sustainable Operations Consultant and Partner at PwC, announcing the release of the report. “Even in a tougher environment, most companies are staying the course – and the leaders are shifting from broad ambition to disciplined execution that supports resilience, growth and long-term value.” Companies investing more heavily in climate transition activities are also seeing valuation premiums ranging from 15% to 59%. Xi'an showcases smart city governance model By CHEN MEILING | China Daily | Updated: 2026-04-30 09:02 Mayors and government officials representing seven countries shared insights on digitalization and efficiency in modern city governance at the recently concluded 2026 Global Mayors Dialogue in Xi'an, Shaanxi province. The participants from Jordan, Egypt, Lebanon, Oman, Iraq, Tunisia and New Zealand learned about Xi'an's experience through an on-site visit during the three-day event that ended on Wednesday. At the 12345 citizen service hotline center, participants learned about the round-the-clock model for receiving consultations, complaints, reports, assistance requests and suggestions from the public, and providing rapid responses through coordination among multiple government departments. In 2025, the hotline received about 5.8 million requests, with a case completion rate of 99.8 percent and a public satisfaction rate of 97.5 percent, according to local authorities. Elmoula Abdelbaki, director of municipal affairs of Tozeur Governorate in Tunisia, said the hotline features rapid response, quality service and high efficiency. "It fully embodies the people-centered governance philosophy and serves as a successful model for urban public services and grassroots governance," he said, adding that he hopes to introduce the model in Tunisia to improve civil services and enhance cooperation with China in grassroots governance. At the Xi'an traffic command hall, real-time road network data, traffic signal status, congestion points and police patrol trajectories were displayed on a giant screen, showcasing the city's smart governance system.
