In National First, Beijing Launches Dedicated Self-Driving Car Insurance Beijing has become the first Chinese city to launch dedicated commercial insurance for assisted and self-driving vehicles, signaling a strong push toward broader adoption of autonomous driving technologies. Announced on Sunday by the Beijing Regulatory Bureau of the National Financial Regulatory Administration (NFRA), the insurance policies will be developed by the Insurance Association of China and offer differentiated coverage based on vehicle autonomy levels, covering Levels 2 to 4 of the six-level ranking system. Coverage for Level 2, partially automated vehicles — the most widely deployed form of automation currently — will be the most comprehensive, spanning self-driving hardware and software upgrades, which traditional car insurance policies currently lack. Previously, limited insurance coverage for self-driving cars was available as an add-on to standard policies purchased through insurance companies or automakers. However, existing policies are largely based on human-driver scenarios, with limited coverage for system failures or cybersecurity risks, and do not always cover hardware, such as upgraded driver-assistance systems. In February, Senator Ed Markey (D-MA) sent letters to seven U.S. companies working on autonomous vehicle technology with a list of questions. He especially wanted to know how often these companies’ vehicles — operated by Aurora, May Mobility, Motional, Nuro, Tesla, Waymo, and Zoox — rely on input from remote staff. They all refused to say, according to the results of Markey’s investigation, which were released Tuesday. The information published by Markey’s office is the latest example of how hesitant autonomous vehicle companies are to share details about how their operations truly work — despite the fact that they are all experimenting with this technology on public roads. “This report has revealed a stunning lack of transparency from the AV companies around their use of [remote assistance operators] to help guide their AVs. The investigation exposed a patchwork of safety practices across the industry, with significant variation in operator qualifications, response times, and overseas staffing, all without any federal standards governing these operations,” Markey’s office wrote in its report. A series of letters sent by autonomous-vehicle (AV) developers to Democratic US senator Ed Markey of Massachusetts sheds the most light yet on the human side of robot vehicle operations. In the documents, submitted to Markey as part of an investigation into self-driving-vehicle technology and released on Tuesday, seven companies, including Tesla, Amazon-owned Zoox, and Uber- and Nvidia-funded Nuro, released new details about their “remote assistance” programs. All the companies that responded to the senator's office say they use remote assistants—humans charged with responding to autonomous vehicles when they get confused, stuck, or in emergencies. The programs, experts say, are an important part of any autonomous vehicle company’s safety considerations, a backstop for a technology that’s becoming safer by the year but will continue to run into new situations on the road indefinitely. In a report also released Tuesday, Senator Markey said the new details were not enough. “Every autonomous-vehicle company refused to disclose how often their AVs require assistance from [remote assistants]—hiding key information from the public about their AV’s true level of autonomy,” he wrote. “This information is critical for lawmakers, regulators, and the public to understand the potential safety risks with AVs.” Markey called on the nation’s top federal road safety regulator to look more closely into autonomous vehicle companies’ remote assistance programs, and said he would soon introduce legislation responding to the “safety gaps” his investigation found. Man arrested for DUI after being found passed out, intoxicated in moving Tesla, police say VACAVILLE, Calif. (Gray News) - Police in California have arrested a man for driving under the influence after they say he was found passed out while behind the wheel of a moving autonomous vehicle. According to the Vacaville Police Department, a resident called dispatch last Wednesday afternoon after seeing a driver appearing to be unconscious in the driver’s seat of a vehicle that was driving on its own through busy city streets. The caller provided real-time details to police, allowing officers to find the man and stop the vehicle. Police said they checked if the driver was having a medical emergency, but found him to be under the influence of both alcohol and marijuana. Vacaville police said a Sutter Home Cabernet Sauvignon carrier and a box of Round Table Pizza were among the items seen in the man’s vehicle. Authorities didn’t identify the driver or the car, but it can be seen as a Tesla model with the vehicle’s unique door handles shown in the department’s pictures. Police warned that drivers are permitted to use newer assistive driving safety features in their vehicles. But they need to be conscious, alert and not under the influence while operating them. The systems that allow drivers to take their hands off the wheel are convenient but don't improve safety because people who use them often pay less attention to the road, the head of the National Transportation Safety Board said Tuesday. Drivers with automated systems engaged are much more likely than other drivers to focus on their cellphones or infotainment screens, Chair Jennifer Homendy said at the outset of a hearing on the NTSB's investigation of two fatal crashes involving Ford’s Blue Cruise system. The 2024 crashes in Texas and Pennsylvania killed three people when Ford Mustang Mach-E cars slammed into stopped vehicles. “These systems function primarily as convenience features rather than safety enhancements,” she said. Ford and other automakers emphasize that partially automated driving systems are not designed to replace the human drivers sitting behind the wheel, who have to be ready to take control at any time. But Homendy said automakers are marketing these systems as safety improvements that allow drivers to take their hands off the wheel and focus elsewhere. To illustrate her point, she showed a Ford commercial that depicted a mother in a driver's seat pretending to conduct a symphony with her eyes closed while talking to kids in the backseat. One of the auto industry's challenges in developing systems that take on more driving functions has been how to ensure that drivers stay alert. NTSB members said the evidence is clear that drivers using these systems are more likely to shift their focus away from the road. Uber and Chinese autonomous vehicle company WeRide have launched robotaxi operations without a human safety operator in Dubai as part of a broader expansion in the Middle East. Riders can now book the vehicles through Uber’s app, with operations in commercial and industrial districts like Dubai Silicon Oasis, Dubai Investment Park Second, and Jabal Ali Industrial First, as well as suburban areas and the maritime trading hub Al Hamriya Port. The service is operated locally by Tawasul, a mobility and fleet operator in the United Arab Emirates. The companies first introduced robotaxis to Dubai in December under a pilot program but didn’t charge for rides and still had a human safety operator on board. The government’s Roads and Transport Authority issued a driverless vehicle trial permit to the companies last month. The deployment signals an escalation in WeRide’s robotaxi operations in the region and Uber’s continued involvement in the company. Markey (D-Mass.), member of the Commerce, Science, and Transportation Committee, today published a report, Remote Backseat Operators: Revealing the Autonomous Vehicle Industry’s Reliance on Human Remote Assistance Operators, that reveals a stunning lack of transparency from autonomous vehicle (AV) companies around their use of Remote Assistance Operators (RAOs). Although the exact RAO role and performance vary by manufacturer, RAOs intervene when an AV confronts an uncertain or dangerous driving condition or situation. Senator Markey's investigation, which he launched in February, exposed a patchwork of safety practices across the industry, with significant variations in operator qualifications, response times, and overseas staffing. As a result of the report, Senator Markey sent a letter to Jonathan Morrison, Administrator of the National Highway Traffic Safety Administration (NHTSA), urging NHTSA to investigate the AV industry’s RAO practices. Senator Markey also announced today that he is working on legislation to impose strong, enforceable regulations around the AV industry’s use of RAOs. “Autonomous vehicle companies make big promises about the safety of their self-driving cars, but it turns out that human workers still play a critical role with this technology,” said Senator Markey. “My investigation revealed a wide range of concerning practices, from employees assisting vehicles from overseas to wide variations in communication lag times between vehicles and human operators. These operations demand urgent federal regulation.
