"SB 1246 establishes common-sense guardrails that promote oversight, accountability, and transparency so everyone who shares our roads—drivers, cyclists, pedestrians, first responders, and robotaxi passengers—can have confidence that autonomous vehicles are operating safely." SB 1246 strengthens California's regulatory framework by requiring greater transparency from autonomous vehicle operators, establishing clear accountability standards for remote operations, and improving communication between autonomous vehicle companies and emergency responders. The bill is intended to ensure that the rapid deployment of autonomous vehicle technology is accompanied by meaningful public oversight and safety protections. WASHINGTON, D.C. – Artificial intelligence and its potential for new weapon systems is not a new idea within the Department of Defense. According to a June 2023 DoD report, the department has been “investing in artificial intelligence and responsibly fielding data - and AI-enabled systems for over 60 years.” The 26-page report titled Data, Analytics, and Artificial Intelligence Adoption Strategy: Accelerating Decision Advantage is available at media. defense.gov. On June 8, Senate bill 4707 was introduced with a goal of amending Title 10 of the United States Code. Title 10 is a massive, multi-volume legal framework that serves as the foundational rulebook for the U.S. armed forces, according to uslawexplained.com/ title_10. Since its inception in 1956, the rulebook has been amended several times to stay current with relevant circumstances. For example, Title 10 was amended in 2019 to include the U.S. Space Force as a new, independent branch of the armed forces. The current amendment request is to establish a policy for the DoD to maximize autonomy and artificial intelligence systems, to establish requirements relating to departmental review and verification of autonomous weapon systems, and artificial intelligence capabilities and other purposes. Industry Insights The Wave Energy Revolution is Coming, But it Needs Autonomy In May of 2026 the Portland, Oregon based start-up Panthalassa raised $140 million in funding at a valuation reported near $1 billion. It hopes to build unmoored, buoy-like AI data centers in the open Pacific, powered by wave energy and connected to the internet by satellites. The first pilot nodes are planned for deployment later this year. Panthalassa is geographically well-positioned to pursue its idea, as the Pacific Northwest is a hotspot for marine research. Less than a hundred miles away, off the coast of Newport, Oregon, sits PacWave, the only grid-connected wave energy site in the continental United States. Geoff Hollinger, who leads the Robotic Decision Making Laboratory at Oregon State University, says that by some estimates up to 60% of the West Coast's energy needs could be met with marine energy. But wave energy is not a solved problem. Even Europe, the leader in this field, has only a handful of operational wave energy generation projects. One obstacle is the cost of the deployment and maintenance large wave energy generation arrays will require. "Doing things in the ocean is incredibly expensive, and hopefully these start-ups are thinking about how expensive it’s going to be," says Hollinger. Ships must move to the site, and the people who operate those ships need specialized knowledge. "If you scale up marine energy to the point where you have energy arrays along the whole coast, you would not have enough ships to service them. There's just no way." For as long as robots have worked the floor of the ocean, they have done it on a leash. A remotely operated vehicle hangs off a thick umbilical cable that pipes down power and commands, and up on the surface a ship sits parked over the worksite, burning fuel and paying a crew by the day to babysit the whole rig. That cable is a big part of why offshore inspection costs what it costs. A Houston company called Nauticus Robotics has spent the last year proving you can cut it. Its flagship vehicle, an all-electric autonomous machine called Aquanaut, ran down to 2,300 meters (about 7,500 feet) roughly 150 miles off the coast of Louisiana with no umbilical attached at all. No cable feeding it power. No cable telling it what to do. That depth number matters more than it looks, and so does what the robot did once it got there. But the cut cable is the headline. The cable was always the expensive part Subsea ROVs are proven, capable, and everywhere. They are also tied to the surface by that umbilical, and the umbilical drags a whole cost structure behind it. To manage a tethered vehicle in deep water you need a large vessel with the winches, cranes, and handling gear to pay out the cable and reel it back without snapping it. You need people running that gear around the clock. You need weather good enough for a big ship to hold station. Take away the tether and, in theory, a lot of that topside hardware goes away with it. That is the pitch. The technology company delivering and operating Raleigh's first automated parking garage is in "advanced" talks to find and build similar garages specifically for driverless cars in other cities, as redevelopment is currently underway on a prime plot of real estate downtown. When asked at a site survey this June, Alan said there was "quite a bit of advancement" on the matter, telling WRAL there are project discussions for driverless car garages in Los Angeles, San Francisco and potentially Austin, Texas that would incorporate his company's parking technology. “The financial group behind this is invested in driverless cars, driverless taxis. All of those need to be charged, parked somewhere," he said. AUTOParkit's system can park cars on its own using an automated load bay system, in which drivers deposit their vehicles into a kiosk-like underground system. A similar law was already implemented at the federal level for regular TV broadcasters in 2010, well before streaming services we use today hit the mainstream. Widespread cell phone ban at public schools Cell phone bans have been enacted at several school districts across the state, including in Los Angeles, and now, they'll be used statewide. Assembly Bill 3216 requires all school districts to enforce rules prohibiting student use of phones while under supervision. Policies must be updated every five years. Exceptions are made for emergency situations and activities allowed by teachers or instructors. Gender-neutral restrooms required at public schools All public schools in California must provide access to at least one gender-neutral restroom that's inclusive of all students. Abstract To address the limitations of traditional path planning algorithms—such as insufficient initial exploration, a tendency to get stuck in local optima, and weak dynamic obstacle avoidance capabilities—this paper proposes a two-layer hybrid path planning framework consisting of an upper-layer global planning component and a lower-layer local obstacle avoidance component. The upper-layer algorithm incorporates multiple strategic improvements to the traditional Grey Wolf optimization algorithm. It introduces the Sobol sequence and a lens-based reverse learning mechanism to optimize the initial population distribution. It combines annealed Softmax dynamic weights with a spiral approximation mechanism to enhance optimization accuracy and robustness. The underlying algorithm employs an adaptive prediction time-domain strategy tailored for the dynamic window method, enabling it to dynamically adjust the prediction horizon based on the complexity of the environment. Furthermore, by reformulating the evaluation function to incorporate dynamic safety constraints and motion smoothing factors, we significantly enhanced vehicle safety during high-speed operation. Experimental results show that, in a static grid environment, the improved global algorithm reduced path lengths by approximately 17.92% and 53.20% on maps of different scales compared to the original algorithm. In a high-fidelity Gazebo physics simulation containing multiple dynamic obstacles, the hybrid framework demonstrated exceptional real-time re-planning capabilities. Compared to existing fusion approaches, it generated shorter planning paths, achieved lower average runtime, and significantly reduced the number of turns. The nine-year-old scooter and bike company, which is backed by Uber, sold 6.68 million shares at $25 each, at the mid-point of its $24 to $26 price range. Shares started trading on the Nasdaq stock exchange under the ticker “LIME” on Wednesday afternoon, jumping around 9% in the first hour. The long-awaited IPO pegs Lime’s valuation at around $1.66 billion, just shy of the price fellow micromobility company Bird got when it merged with a special purpose acquisition company in 2021. “Having that resilience and patience and belief and optimism that we will get through the toughest moments [has] really paid dividends over the long run, because there were many days, weeks, months, where I wasn’t sure if Lime was going to make it past the next three months, four months,” CEO Wayne Ting told TechCrunch in an interview Wednesday. “To be here today as a public company feels incredibly rewarding, and it took a lot of heart, sweat, and tears to get to this point.” Lime has been considering an IPO for years. Wayve, a U.K.-based self-driving tech startup, is allowing its employees to sell a portion of their vested equity. Tesla Starts Testing Steering-Wheel-Free Cybercab On Austin Streets. Can It Match Waymo? Tesla wants to sell Cybercabs without steering wheels to the general public. Will it work? Tesla has begun testing a steering-wheel-free version of its Cybercab robotaxi in Austin, Texas, the company announced Monday on X. Tesla made the announcement with a 27-second video on the platform, which showed a safety monitor sitting in the right seat of the Cybercab. I say "right seat," not "passenger seat," as they're both effectively passenger seats in this version. The Cybercab was designed to have a cabin free of traditional driving controls. CEO Elon Musk confirmed that intention at its launch event in October of 2024. But until now, the prototypes we've seen testing in public have featured traditional steering wheels and pedals. That's not an ideal setup for a two-seat robotaxi, as you'd have to sit as a passenger while the steering wheel directly within reach either turned with the front wheels or sat their disconnected and dumb. Yet the no-wheel design poses its own challenges. The robotaxis that both Tesla and Waymo have deployed commercially all feature steering wheels and pedals as backup options, so first responders or company employees can maneuver the cars if necessary. They can typically be remotely piloted from a control center for these scenarios, too, which is how Amazon-owned Zoox launched autonomous robotaxis without a steering wheel or pedals. That approach won't be quite as easy for the Cybercab, though, if Tesla delivers on its initial promises. The company says it'll sell Cybercabs to private customers. In the United States, companies like Waymo are accumulating extensive operational data through their robo-taxi services, while Tesla is advancing its Full Self-Driving (FSD) technology. In China, the government is promoting infrastructure development and regulatory easing to expand its driverless taxi services. South Korea is also working to establish regulations and infrastructure for the commercialization of Level 4 autonomous vehicles by 2027, including the operation of nationwide pilot zones and the creation of autonomous driving demonstration cities. To effectively respond to the commercialization of autonomous vehicles, discussions regarding the liability framework are essential. Given that most compensation for damages occurs through auto insurance, it is crucial to reform the insurance system. Understanding the stages of autonomous driving technology is a necessary first step. Currently, advanced driver-assistance systems (ADAS) are at Levels 1 and 2, where the human driver remains in control. In contrast, from Level 3 onward, the autonomous driving system takes over driving responsibilities, and at Level 4 and above, full autonomy is possible without driver intervention under specific conditions (Operational Design Domain, ODD). Ultimately, at Levels 4 and above, the key issue becomes determining who is liable when an accident occurs. In response, major countries are establishing new liability frameworks. The United Kingdom, Germany, and Japan are defining the obligations and responsibilities of manufacturers and operators during autonomous operations and are reforming related regulations. Observing these developments suggests that the focus of liability is shifting from individual drivers to system operators in the autonomous driving era. However, most discussions are centered around corporate-operated services like robo-taxis and autonomous shuttles, indicating that further examination is needed regarding the liability framework for privately owned autonomous vehicles. From the insurance industry's perspective, changes in liability are as significant as changes in accident risk.
