"A 16-year-old girl was tragically killed in Jefferson County last week," Elizabethtown Police Chief Jeremy Thompson said. "Due in large part to Flock technology, two teenage suspects were taken into custody this week using Flock technology." The issue of surveillance and privacy took center stage at the Interim Joint Committee on Judiciary meeting in Frankfort, with lawmakers questioning whether more needs to be done to improve privacy protections. "I am hearing that the very citizens that we serve do not want to be monitored and surveilled in this way, and I think it is my responsibility to bring that to the table," Rep. Savannah Maddox, R-Dry Ridge, said. "I don't know why a warrant wouldn't be required, frankly," Rep. Jason Nemes, R-House Majority Whip, said. FRANKFORT, Ky. — Kentucky lawmakers heard testimony Thursday from Flock Safety, which makes automated license plate reader cameras. Kevin Kane, Flock Safety’s director of governmental affairs, was questioned about police misuse, data ownership and privacy of the company’s ALPR camera network. “People are concerned that we could already be well down the road toward the kind of surveillance state that George Orwell warned about in his dystopian novel 1984,” said State Rep. Jennifer Decker, R-Waddy. “It’s important to note that when a customer signs up for Flock, they are sharing data with no one. Everything is a choice of law enforcement, not Flock, as to whom, if anyone, they share data with,” replied Kane. Kane highlighted several safeguards the company implements, including a now-mandatory tool that Shively Police credit for flagging alleged improper searches made by one of its officers. “This is precisely why we have our very clear audit logs,” Kane said. “This is precisely why we’ve never sold data from day one. It’s a pattern the authors posit could be a result of lower rates of female smartphone ownership and digital literacy, but they say more data is needed to unpack the disparity. Even where digital identity infrastructure exists, the report uncovers a pronounced gap between official rollout and actual daily use. In Vietnam, for instance, more than 70 percent of adults hold a digital ID yet fewer than 20 percent have ever used it, according to the report. DORAVILLE, Georgia — On Wednesday, Sept. 9, ACLU of Georgia staff will present to the Doraville City Council and community members on the benefits of adopting a Community Control Over Police Surveillance (CCOPS) ordinance. CCOPS would give residents and local elected officials a meaningful voice in decisions about police surveillance technology. It sets a clear process for evaluating new tools before they’re purchased or used and establishes safeguards for deployment, data collection, and retention. Surveillance technology is increasingly being used to track Georgians’ everyday movements, as well as their associations with family, friends, and organizations. While these tools can support law enforcement, they also pose significant risks to privacy and civil rights. Georgia does not have a comprehensive statewide law regulating the use, retention, or sharing of data collected by police surveillance technology. This leaves local governments responsible for addressing the rapidly growing and unregulated systems. CCOPS ordinances have been adopted in 26 cities nationwide, providing safeguards and a stronger voice in surveillance decisions for nearly 18 million people.
