The intrusions prompted federal action warning water and wastewater operators of malicious cyber actors and urging immediate mitigations. Fortunately, in Indiana, none of our utility providers experienced operational disruptions or degraded service. However, this emerging cybersecurity threat has been on the radar of the Indiana Department of Environmental Management (IDEM) for several years. During that time, we have watched cybersecurity shift from being considered an “IT problem” to a core operational concern, especially in the water sector. To help address these risks proactively, IDEM partnered with the Indiana Office of Technology (IOT) over the last several years to raise awareness among legislators and stakeholders and to support legislation that promotes uniform cybersecurity practices for Hoosier utilities. In July 2025, Senate Enrolled Act 459 became law. The legislation requires Indiana water and wastewater facilities to conduct baseline cybersecurity vulnerability assessments, follow incident reporting protocols, and complete biennial certifications. As an agency tasked with overseeing environmental regulatory operations, we know these actions will provide stronger public health safeguards for Hoosiers and help utilities strengthen their overall cyber hygiene. The FBI and the Department of Justice have seized domains linked to a yearslong effort by China-nexus hackers to target U.S. critical infrastructure providers and government agencies for espionage and other activity. Authorities said a state-backed group known as QTFY operated hacking platforms known as QScan and QTRouter in an operation that went after various industries and government sites in the U.S. Among the government agencies in the crosshairs were the DOJ, the National Aeronautics and Space Administration, the Federal Reserve, the Department of Energy, the Department of Health and Human Services, the National Institutes of Health and the U.S. Senate. In addition to the federal agencies, the QTFY hackers also targeted critical infrastructure providers in the U.S., including telecom firms, hospitals, defense contractors, power companies and financial institutions, according to court records. PLA hacking ties A company called the Nanjing Xinjuwei Network Technology Company employed hackers in the state-sponsored threat group, which provided services to paying customers, including the People’s Liberation Army and China’s Ministry of State Security. QTFY used QScan to infect thousands of internet of things devices around the globe and dispatched them to the QTRouter network, which also included commercial proxy servers and virtual private servers leased by the threat actors. The origins of the malicious hacking program were hidden for years and previously could not be directly traced back to China. According to an alarming finding in the new “IoT & OT Cybersecurity Report 2026” presented by the Düsseldorf-based cybersecurity company ONEKEY, the German business community is neglecting the Cyber Resilience Act (CRA). The report is based on a survey of 200 German industrial companies regarding their strategies for implementing the EU’s latest cybersecurity regulation relating to operational technology (OT). OT is used to control physical systems and processes, as well as connected devices that exchange data over the internet (the Internet of Things, or IoT). A significant proportion — 45 per cent — stated that they were either barely familiar with or completely unfamiliar with the requirements. This is noteworthy because the first CRA obligations will take effect on 11 September this year. From this date onwards, manufacturers, importers and distributors of connected devices, machines and systems will be required to report any actively exploited vulnerabilities in their products, as well as any related serious security incidents. Drones have transformed industries ranging from logistics and agriculture to surveillance and emergency response. However, as these unmanned aerial vehicles (UAVs) become more connected and capable, cybersecurity experts are increasingly examining another possibility: Can drones be used as platforms for launching cyber-attacks? The answer is YES. A drone can potentially be used as a physical platform for carrying out or supporting certain cyber operations, particularly when it is equipped with computing hardware, wireless communication capabilities and appropriate network interfaces. This creates a convergence between physical security, wireless security and cybersecurity. How Drones can become Cybersecurity Threats Traditional cyber-attacks are generally launched through internet-connected computers, servers or compromised devices. A drone introduces an important difference: it can physically move close to a target. For example, a maliciously modified drone could potentially carry equipment capable of interacting with wireless networks or nearby Internet of Things (IoT) devices. This could allow an attacker to conduct reconnaissance of wireless environments or attempt to exploit poorly secured systems. The risk becomes more significant around sensitive locations such as industrial facilities, airports, government buildings and critical infrastructure. A drone could potentially approach areas that would otherwise be difficult for an attacker to access physically. However, simply flying a drone near a facility does not automatically provide access to its networks. Strong authentication, encryption, network segmentation and properly configured wireless infrastructure can significantly reduce the likelihood of successful compromise. Wireless Networks are a major Concern One of the most important cybersecurity concerns associated with malicious drones is their ability to interact with wireless technologies. Organizations increasingly depend on Wi-Fi, Bluetooth, cellular connectivity and other wireless technologies.
