Can Tho (VNA) – Can Tho and partners from the Republic of Korea (RoK) are seeking to expand cooperation in smart urban development, artificial intelligence (AI) and green industry, following talks between the municipal People's Committee and a RoK delegation led by Prof. Kim Hak-min, head of the Ethics Investigation Advisory Committee of the RoK National Assembly. During the meeting on July 2, Kim said the delegation aims to deepen cooperation with the Mekong Delta city of Can Tho in cultural exchanges, high-quality human resources development, and the implementation of existing joint projects. Circuit on Friday denied a challenge by several states and industry groups to a 2024 Environmental Protection Agency rule revising the National Ambient Air Quality Standards for fine particulate matter, also known as the “soot standard.” - The EPA last year moved to vacate the stricter 2024 rule, agreeing with the plaintiffs that the agency under the Biden administration had exceeded its authority and failed to consider costs when it initiated the review that led to the revision. - A separate case filed in the U.S. District Court for the Northern District of California in April, in which a coalition of 10 states; the District of Columbia; Harris County, Texas; and New York City sued the EPA for failing to implement the 2024 “soot standard,” remains pending. Dive Insight: The Clean Air Act requires EPA to set air quality standards for fine particulate matter from vehicle exhaust pipes, power plants and factories and to designate areas of the country in violation of those standards. In 2024, the EPA under President Joe Biden set new standards lowering the soot standard from 12 micrograms to 9 micrograms per cubic meter of air by 2032. Abstract The prevalent cross-departmental data barriers and ineffective public safety risk management and control in smart city construction severely restrict governance efficiency. This study takes Hefei as an empirical case and innovatively proposes and validates a “technology-institution-data” ternary collaborative smart city public safety artificial intelligence optimization model. The core contribution lies in constructing a three-layer conceptual framework of “perception-decision-value”, systematically integrating real-time perception driven by the Internet of Things (IoT), intelligent decision-making guided by policy adaptation, and public value goals anchored by domain knowledge, effectively bridging the structural disconnection between the technological system and the governance system. This study uses AI technologies such as knowledge graph construction and rule reasoning to preprocess policy data, providing structured input for subsequent statistical modeling and achieving dual verification of technical methods and governance mechanisms. Empirical analysis shows that IoT infrastructure coverage is the foundation, but its effectiveness relies heavily on the transformation hub role of multi-source data collaboration and the dynamic adjustment function of policy adaptability. The study finds that inter-departmental collaboration resistance is the primary inhibitory factor of public safety resilience, and its negative impact far exceeds the positive effect of technology empowerment, highlighting the priority necessity of institutional reform in unleashing technological potential. The study also reveals the spatial heterogeneity pattern of governance efficiency, providing a basis for differentiated collaborative strategies in resource-constrained areas and urban-rural fringe areas. This model provides systematic theoretical support and practical pathways for breaking the dilemma of “emphasizing hardware over collaboration” in smart cities and achieving a transformation from passive defense to active resilience. AUSTIN, Texas – The large language models that underlie generative AI offer an opportunity to help everyone involved in buildings — architects, engineers, construction professionals and facility managers — access building systems that converse with one another on optimizing development, maintenance and compliance issues. “It’s time for us to think about not looking at predictive buildings, but more towards conversational buildings,” Nan Ma, assistant professor of architectural engineering at Worcester Polytechnical Institute, said at the ASHRAE annual conference this week. Ma, founding director of the Laboratory for Healthy, Environmental, and Resilient Buildings, or HERB-Lab, at WPI, led a group of global researchers on a Building and Environment study earlier this year that looks at how LLMs can help make sustainable, intelligent and human-centric buildings a reality. “Things like energy use, comfort, occupancy, maintenance logs, control behavior [and] control logics” are the kinds of factors that LLMs could process to enable building systems to better help managers maintain operations better, she said. For example, a building manager, maintenance team or facility manager could ask an LLM why the eastern zone of a building is so hot in the afternoon, and receive an answer based on information that has been logged over years. The LLMs will process previously siloed data on temperature, energy consumption and occupancy patterns, among other things, and then share that information across building systems to produce an answer along with its context, Ma said. Almost 65% of all public services provided by Israel's state agencies are digitized, while 116 that should have been digitized by law are still pending implementation, a new report by the National Digital Network revealed on Tuesday. The report, submitted to the Knesset, mapped the 4,562 public services in Israel provided by government ministries, support units, corporations, and authorities. The report notes that while more than half of the services are available in digital format, much work remains to be done on digital accessibility. Some of the most common services currently digitized are renewing a driver's license, applying for an identity card, obtaining a disability certificate, and registering for daycare. Additionally, 138 of the services still pending full digitalization are accessible via email.
