The Cheyenne and Arapaho Department of Transportation received the second-place award for a program to develop training, toolkits, survivor support resources and an awareness campaign. The nonprofit 3Strands Global Foundation took third place for its efforts to train and raise awareness about human trafficking among 7,000 railway professionals in California. Abstract Multiday, multimodal, time-dependent origin-destination (TD-OD) flows describe when, where, and how urban travel occurs. However, existing approaches are typically single-mode or rely on dense multimodal observations that are rarely available at scale. We show that multimodal TD-OD flows can be recovered by integrating household travel surveys with smart-card transit data. The proposed framework estimates cross-modal flow ratios from survey data and applies them to time-varying transit flows to recover private-vehicle and walking demand at hourly and day-of-week resolution. Validation against independent datasets in Singapore and Seoul shows strong agreement (common part of commuters > 0.70; R-squared > 0.60). The recovered flows support policy-relevant analyses, showing that transit is most competitive for intermediate distances (11–16 km) and transit-only data can underestimate peak epidemic infections by up to 50%. These findings demonstrate the importance of a scalable data fusion for multimodal mobility analysis in sustainable and resilient urban planning. Gulf sovereign wealth funds collectively stepped up dealmaking over the last three months, defying expectations that the Iran war would subdue their investment appetite. The five biggest spenders–split across Saudi Arabia, the UAE and Qatar–collectively spent almost $26bn during March, April and May, with most of the capital flowing into developed market assets. They comprised Saudi Arabia’s Public Investment Fund (PIF), the UAE’s Mubadala, Abu Dhabi Investment Authority (ADIA) and L’imad, as well as the Qatar Investment Authority (QIA). “These vehicles…have shown no sign of slowdown (yet), with a stronger average pace in the past quarter, than in the five years before the start of the war,” industry specialist Global SWF said in its latest report published on 1 June. The QIA was the only fund that dropped its pace, investing about $2bn less per quarter since March 1. Adia has put $3.32bn into emerging markets and $1.58bn into developed market investment opportunities. With the Infrastructure Investment and Jobs Act supplemental five-year water infrastructure funding set to expire Sept. 30, local government and water stakeholders are urging federal lawmakers to reauthorize core water programs and fully fund water infrastructure programs in fiscal year 2027. The 2021 IIJA allocated $50 billion for water infrastructure over five years, divided across five pots under the Clean Water State Revolving Fund and the Drinking Water State Revolving Fund, with specific funding to replace lead pipes and address PFAS and other contaminants. The National League of Cities is asking Congress to maintain the IIJA’s authorization amount — $5.85 billion each to the Clean Water State Revolving Fund and the Drinking Water SRF — and reauthorize grant and technical assistance programs to address PFAS, lead pipes and other water infrastructure projects in FY27. “Reauthorizing those programs is one of our top priorities,” Carolyn Berndt, legislative director, sustainability, told ESG Dive sister publication Smart Cities Dive. “It’s a critical time because we believe the committees are developing this legislation now.” While the House Appropriations Committee has begun advancing FY27 spending bills, including measures addressing transportation infrastructure funding that also expires Sept. 30, Congress has not yet introduced major legislation to reauthorize Environmental Protection Agency programs such as the Clean Water and Drinking Water state revolving funds, PFAS grant programs, lead service line replacement programs and other IIJA-funded water programs that expire Sept. 30, she said. The median income in Charleston, South Carolina, has doubled over the past 12 years, partly because of an influx of wealthy residents, according to the city. Resulting market conditions have begun pushing lower-income residents out of the historic city. A new initiative aims to tackle the issue with what the mayor calls a more “aggressive” approach: 3,500 affordable housing units by 2032. “I know some people would love it to just be in the treehouse and pull up the ladder,” Mayor William Cogswell said at a March kickoff for the city’s Project 3500. “But as mayor, it’s my belief if you’re not growing, you’re dying.” Project 3500 seeks to pump new life into affordable housing development by utilizing city-owned land and combining it with new zoning, pre-permitted plans and preapproved housing designs, according to a recent analysis by Public Square: A CNU Journal associated with the Congress for the New Urbanism, a nonprofit that advocates for walkable neighborhoods. Before any requests for proposals for residential development are issued, public land selected by the city using weighted scores will already be permitted and approved by the Board of Architectural Review so that development can begin promptly, according to CNU. The city is also working with architects to pre-design new affordable housing that complements the city’s history and character and prioritizes walkable blocks. Land slated for Project 3500 developments will be zoned for mixed-income communities, as the city also plans for an additional 2,000 new market-rate housing units, according to CNU. Iraq has granted a licence to Egypt’s Talaat Moustafa Group (TMG) to build a smart green city near its capital Baghdad. Iraq’s national investment commission (NIC) issued the licence to TMG subsidiary Talaat Moustafa company in Baghdad for a project related to a plot of land spanning 12.8 million square metres. It is set to comprise about 43,000 housing units, TMG said in a disclosure statement on Egypt’s bourse. The masterplan includes about 2.3 million square metres of non-residential built-up area, encompassing retail and commercial assets, including a regional mall, office and administrative space, hospitality facilities, and educational and healthcare institutions. The plan also features religious and civic services, a large-scale sports and social club, entertainment venues, parks and open green spaces, TMG said. The project is expected to take 16 years to complete, the statement said. The Iraq project is part of TMG’s regional expansion strategy, which boosted the group’s total land bank from 115 million sq m to about 128 million sq m, and added an estimated $3.6 billion in incremental land bank value. Dive Brief: - The controversial decision to close the John F. Kennedy Memorial Center for the Performing Arts in Washington, D.C., for two years for renovations stemmed from the advice of the center’s facilities chief at the time, Joe Floca, according to testimony cited in a court ruling released Friday. President Donald Trump made the closure announcement Feb. 1. - The ruling by Judge Christopher Cooper of the D.C. federal district court, presiding over a lawsuit brought by an ex officio member of the center’s board, temporarily blocks the plan to close the building to expedite renovations. The ruling also orders the removal of Trump’s name from the building and restores voting rights to ex officio board members. - As a result of the ruling, Trump said he was ending his involvement in the center. “Unless I am free to do what I do better than anyone else, bring this Institution back, physically, financially, and artistically, I have no interest in continuing what could only be a hopeless journey into ‘NEVER NEVER LAND,’” Trump said in a Truth Social post on Friday. Joyce Beatty, D-Ohio., filed a lawsuit in December contending that Trump and the Kennedy Center’s leadership acted illegally by approving a plan to close the center, adding Trump’s name to the institution and removing voting rights of ex officio board members like herself. On the closure issue, Judge Cooper said it’s within the board’s authority to close the institution down for renovations, but the facility must stay open while the board conducts an assessment of whether closure is the most appropriate course of action.
