Dive Brief: - The nation’s unhoused population was 745,652 on a single night in January 2025, a 3% decrease compared with the previous year, according to the U.S. Department of Housing and Urban Development’s annual homelessness assessment report. - Twenty-two states and Washington, D.C., recorded decreases in homelessness compared with 2024, with New York and Illinois seeing the largest drops in 2025 after experiencing the highest increases in 2024. - The report said 16,931 fewer people — a 4% drop — sought emergency shelter in 2025, making it the largest contributor to the nation’s overall decline in homelessness. Dive Insight: The report comes as homeless advocates, who favor permanent housing programs, disagree with the Trump administration over how homelessness should be addressed. HUD framed the data as a reprimand of so-called “housing first” policies embraced by prior administrations. “The data is clear that the status quo of ‘housing first’ has failed to meaningfully reduce homelessness, resulting in crisis levels of people living on the streets," HUD Secretary Scott Turner said in a news release. "HUD is restoring its programs to advance recovery and self-sufficiency and to ensure that taxpayer-funded benefits serve American families.” Homelessness in the U.S. reached record highs in 2024. HUD published the 2025 homelessness assessment late Friday afternoon after delaying it since December. Turner blamed the holdup on the prolonged government shutdown last fall. Facility and business leaders recognize that workplace space optimization has a significant impact on business performance, but most organizations are not investing in the technology that can unlock value from better space use, according to reports by facilities management firms JLL and ISS. “Most organizations are still not structured to capture the full value of the workplace, creating a significant opportunity for FM and CRE leaders to unlock additional value,” Steve Quick, CEO of Americas at ISS, said in announcing findings from a report his company released. Facility leaders call improving space data accuracy and reporting capabilities two of their top planning objectives, a JLL survey shows. That signals that organization leaders believe an effective real estate strategy begins with trustworthy data, the JLL report says. But cost constraints, and the need to support the addition of technology tools with hard data to prove their value, are holding them back from making the investments they need, according to ISS’s report. Only 20% of survey respondents prioritize those investments in their facilities management strategy due to a “proof gap” when it comes to gauging their effectiveness, ISS says in its report. At the same time, 83% of business leaders believe how the workplace is organized – space optimization – has a large impact on organizational performance, according to ISS. But, against that, 68% say economic factors weigh more heavily on their planning. The ISS survey responses are from nearly 3,000 business leaders in 28 countries. With the Infrastructure Investment and Jobs Act supplemental five-year water infrastructure funding set to expire Sept. 30, local government and water stakeholders are urging federal lawmakers to reauthorize core water programs and fully fund water infrastructure programs in fiscal year 2027. The 2021 IIJA allocated $50 billion for water infrastructure over five years, divided across five pots under the Clean Water State Revolving Fund and the Drinking Water State Revolving Fund, with specific funding to replace lead pipes and address PFAS and other contaminants. The National League of Cities is asking Congress to maintain the IIJA’s authorization amount — $5.85 billion each to the Clean Water SRF and the Drinking Water SRF — and reauthorize grant and technical assistance programs to address PFAS, lead pipes and other water infrastructure projects in FY27. “Reauthorizing those programs is one of our top priorities,” Carolyn Berndt, legislative director, sustainability, told Smart Cities Dive. “It’s a critical time because we believe the committees are developing this legislation now.” While the House Appropriations Committee has begun advancing FY27 spending bills, including measures addressing transportation infrastructure funding that also expires Sept. 30, Congress has not yet introduced major legislation to reauthorize Environmental Protection Agency programs such as the Clean Water and Drinking Water SRFs, PFAS grant programs, lead service line replacement programs and other IIJA-funded water programs that expire Sept. 30, she said. Waymo has tested in Boston, Chicago, Detroit, Denver and other northern cities in snowy conditions, primarily with its Jaguar I-PACE vehicles, which it builds in a Mesa, Arizona, factory in partnership with global automotive supplier Magna. The new vehicles will be built in China by Zeekr, with final assembly of autonomous systems taking place in the Mesa facility. Naver is increasingly expanding beyond online services into the physical world, aggressively strengthening capabilities in defense, robotics and drones based on its large-scale proprietary data assets and AI technologies. On June 1, Naver announced an investment in drone specialist company Uvify. In an unusual move, the investment was made directly by Naver headquarters rather than through its startup investment arm D2SF. Rare Direct Investment in Autonomous Drone Company Uvify Uvify specializes in drone swarm flight technologies and autonomous flight platforms. Since its founding, the company has actively targeted overseas markets and became the first South Korean drone company to receive the "$10 Million Export Tower" award in December 2024. An executive from Uvify, Robert Cheek, also serves on the board of the Dronecode Foundation, a global organization supporting open-source drone flight control software including PX4. According to the foundation's board roster, the Uvify executive is currently the only representative from a Korean company. The JC STEM Lab of Circular Bio-economy (the Lab) at City University of Hong Kong (CityUHK) has recently achieved a breakthrough in the field of sustainable development technologies. A research team led by Professor Lee Duu-Jong, Director of the Lab and Professor in the Department of Mechanical Engineering, has successfully developed a bio-inspired "all-weather building skin" that cools in sunlight and harvests energy from rain, alongside a "turbocharged" solar hydrogen system powered by low-cost copper ions. These innovations provide a transformative pathway for urban energy conservation and clean energy production, reinforcing the Lab's commitment to translating cutting-edge research into tangible social benefits. Under Professor Lee’s leadership, the Lab is dedicated to shifting the traditional linear "take–make–dispose" model into a circular bioeconomy framework. "The core of a circular bio-economy lies in creating 'closed-loop' systems that enable continuous recycling of resources throughout the production and consumption cycle," said Professor Lee. Inspired by the layered leaf structure of the Tillandsia air plant, Zeng Yijun, a PhD student of the Department of Mechanical Engineering (MNE), developed "BRIDGE skin", a paintable, all-weather building coating. This technology enables building envelopes—including roofs and walls — to harness free natural resources to achieve both energy savings and electricity generation under changing weather conditions. In sunny conditions, the coating reflects over 95% of solar energy and emits stored heat as infrared radiation into space. This reduces surface temperatures by up to 9.5°C below ambient levels, significantly reducing air-conditioning electricity demand. During rainfall, the impact of water droplets triggers electrical pulses. This energy is sufficient to power small liquid-crystal displays (LCDs) or wireless sensors directly. Naver is investing in a global drone specialist as it moves to expand a “physical AI” ecosystem combining autonomous flight drones and artificial intelligence. Naver said on Sunday it has invested in global drone specialist Ubify. Ubify specialises in drone swarm flight technology and autonomous flight platforms. It recently became the first South Korean drone company to win the “$10 million export tower” award. It is also the only South Korean company participating on the board of the Dronecode Foundation, a global body that oversees PX4, a core operating system for the drone industry. Naver plans to use the investment to seek synergies between its capabilities in AI, cloud and digital twins and Ubify’s drone hardware and operational technology. It expects that this could expand new uses in physical AI that combine autonomous flight drones and AI in the public sector and smart-city areas. Naver CEO Choi Soo-yeon (최수연) said drones are being seen as one of the important future technology areas as the potential for AI to expand into the real world grows, including physical AI, autonomous driving and robotics. She said combining Naver’s physical AI capabilities with Ubify’s drone technology could create new possibilities across a range of industries.
