Abstract This paper addresses privacy and security challenges in smart cities, particularly in IoT applications that process sensitive data in sectors like healthcare and agriculture. Traditional security solutions often fail to meet the energy and resource constraints of IoT devices, creating a significant gap in data protection. To address this, we propose a two-phase lightweight privacy-preserving approach. In the first phase, DIVersed and Anonymized Instances (DIVA) are used to anonymize and diversify sensitive data, ensuring privacy while enabling efficient processing. This approach mitigates the risks of identifying individuals through sensitive information. In the second phase, Federated Learning (FL) is employed, a decentralized machine learning technique that allows IoT devices to collaboratively train models without sharing raw data, thus preserving privacy. The proposed approach is evaluated based on information loss, execution time, and scalability, with experiments varying key parameters such as the number of Electronic Health Records (EHR) and the value of k. The results show that our method significantly reduces information loss, improves data utility, and maintains efficient execution, even as the number of devices and data points scale. This demonstrates the feasibility and effectiveness of our approach for privacy-preserving IoT applications in smart cities. Our solution ensures data privacy while enabling energy-efficient machine learning, making it suitable for IoT devices with limited resources. It provides a scalable, practical framework for applications in critical sectors like healthcare, where privacy and data utility are of utmost importance. The Philadelphia Energy Campaign, an initiative to advance energy affordability, resiliency and sustainability across Philadelphia, has resulted in more than 11,000 jobs and $1.3 billion in economic investment and generated over $1.4 billion in energy savings for the city and its residents since it launched in 2016, according to a 10-year economic impact report released this month. The partnership between the Philadelphia Energy Authority, the city of Philadelphia and the Philadelphia City Council generated $25.3 million in annual tax revenue and over $130 million per year in capital investment for energy efficiency and infrastructure, according to the report. The campaign “has saved millions in utility bills for the City of Philadelphia, homeowners, and commercial property owners, and generated significant tax revenues while cutting emissions and improving the health of buildings and tenants across the entire city,” the report states. “We’ve come so far,” PEA President and CEO Emily Schapira told Smart Cities Dive. “We got $14.7 million total over the 10 years from the city of Philadelphia towards our operating budget. That was their investment. And we turned that into $1.3 billion and over 11,000 jobs. It's really been an amazing 10 years.” Schapira said backing from City Council President Darrell Clarke, who built a coalition of labor, school officials and community organizations to support the campaign, has been key to its success. “Having that political encouragement, even though it didn't come with a lot of money, really made all the difference,” she said. “It opened a lot of doors. More local governments are embracing preapproved housing designs to address surging housing construction costs, an analysis by The Pew Charitable Trusts found. Preapproved housing plans can reduce permitting timelines by months and trim builders’ overall development costs by around 1% to 2%, or as much as $10,000 per $500,000 single-family home, according to the May 13 report. South Bend, Indiana; Jackson, Michigan; Hawai’i County, Hawai’i; Seattle and Claremore, Oklahoma, saw meaningful preapproved housing design production after adopting such policies, Pew found. Among the approximately 40 jurisdictions with preapproved housing designs, a majority focus on smaller homes, such as accessory dwelling units — an increasingly popular solution to address the affordable housing shortage — as well as single-family homes and duplexes, according to the report. After Seattle published seven preapproved ADU designs in 2019, its ADU permitting more than doubled, eventually outpacing single-family home production in the city, according to the report. In 2023, California mandated that local governments adopt preapproved ADU designs by 2025 and developed a gallery of around 80 ADU designs they could purchase and license. New York City in March unveiled its “ADU For You” program, which also featured a preapproved library of designs. Hawai’i County’s library of 56 preapproved single-family and two-unit home designs led to 225 new units being permitted between 2021 and 2024, or 6% of all such housing permitted in that time period, the report states. Jackson, Michigan, also used preapproved single-family home designs for its 2023 “100 Homes Program” on city-owned vacant land. “Though these plans are promising, they are not a substitute for more sweeping reforms, such as allowing houses on small lots, eliminating parking mandates, allowing apartments on commercially zoned land, or modernizing building codes for small apartment buildings,” the report states.

Since Eurocities’ 2018 position on automated vehicles, the policy landscape has evolved significantly. While early expectations of rapid, large-scale autonomous deployment have proven overly optimistic, cooperative, connected and automated mobility (CCAM) is now advancing through gradual, use-case-driven implementation under stronger public oversight. As commercial applications such as automated on-demand services and robotaxis begin to emerge in European urban areas, the central policy question is no longer whether automation will arrive, but how it can be integrated in ways that serve public goals. This policy paper, launched by Eurocities, presents a clear message: automation must strengthen, not undermine, sustainable urban mobility systems. It should complement public transport, support decarbonisation, improve accessibility, enhance safety, and contribute to better use of public space. Cities across Europe have gained valuable experience through EU and national pilot projects testing automated vehicles (AVs). Cities have learned that local regulatory frameworks, including sandbox environments, are essential to test services safely while informing national policy. Robust data governance and digital infrastructure are critical for traffic management, operational monitoring, and cybersecurity, while transparent communication, stakeholder engagement and visible public benefits help build societal trust and acceptance. As that question surfaces more frequently, internal service teams — and digital service teams (DSTs), a specialized subset — are one answer. The Beeck Center for Social Impact + Innovation released a guide earlier this month calling DSTs central to the work for their ability to integrate technology, service delivery, and expertise drawn from resident experience. In Louisville, Ky.; Baltimore; and Des Moines, Iowa, successful modernizations hinged on internal teams that expanded their technical expertise and treated the endeavors less as deployments and more as long-term operational work. Each built some version of internal capacity around that idea. BUILDING TEAMS BEFORE TECHNOLOGY Louisville’s modernization story essentially starts with people. It began, CIO Chris Seidt said, around 2012 with investments in smart-city efforts and a shift toward enterprise modernization — and bringing in expertise that could “help to develop out what we need to function in the 21st century.” “Some people think technology on its own can be a problem solver,” Greenberg said. “That’s not the case. It’s good technology with great people managing the technology.” The city expanded its teams in part by bringing people from the private sector on board, then paired them with IT — and an enterprise resource planning system from Workday that was customized to fit city operations rather than deployed out of the box. “It takes some customization, and it takes real strength of management,” Greenberg said. Louisville staff have brought free public Wi-Fi to all parks and have used tech to support requests for city records. Kazakhstan, Central Asia’s largest economy, is building an entirely new smart city designed around drones and flying transportation systems from day one. This week, California-based company A2Z Drone Delivery announced a partnership with Kazakhstan’s Alatau Advance Air Group as part of the country’s massive Alatau City project, a planned smart city that aims to integrate next-generation air mobility directly into daily life. The partnership officially launched during the opening ceremony of the UAM Test Center Eurasia in Alatau, where companies demonstrated technologies that could eventually support everything from drone deliveries to emergency response operations and even passenger air taxis. While drone demonstrations and futuristic transportation concepts have become increasingly common worldwide, Kazakhstan’s approach stands out because the country is attempting to design the infrastructure, regulations, and urban planning simultaneously, instead of retrofitting existing cities later. That’s a major difference. Alatau City is still under development, but planners envision it as a fully integrated smart city where low-altitude aircraft are built into transportation systems from the start. The project includes plans for vertiports, autonomous drone operations, electric vertical takeoff and landing (eVTOL) aircraft, and digital infrastructure designed specifically for urban air mobility. Kazakhstan has also already adopted experimental air regulations to support these technologies, signaling that the government is willing to move faster than many countries still debating how drones and autonomous aircraft should operate in urban areas. Abstract With the advancement of ubiquitous connectivity and autonomous intelligence, future urban transportation systems are expected to become increasingly integrated across modes and contexts, necessitating a scalable and generic city-wide urban traffic prediction framework for traffic management. However, most existing studies focus on traffic flow prediction for a specific transport mode under a single scenario or time granularity, limiting their ability to generalize across diverse transport modes and scenarios. To solve these challenges, we propose a large language model (LLM)-based scalable and generic city-wide urban traffic prediction framework (LLM-UTP) for short-term traffic flow prediction. It captures the generic trends and specific fluctuations across different transport modes and scenarios and consists of three parts: a trend data enhancement module, a spatiotemporal feature encoding module, and an LLM module. Extensive experiments conducted on 11 large-scale real-world traffic datasets from 29 cities/areas covering a wide range of transport modes, traffic scenarios, and time granularities to validate the proposed model’s complexity, scaling law, scalability, generality, and predictive performance, demonstrating its superiority. These results highlight the practical potential of LLM-UTP as a scalable and generic foundation model for intelligent traffic management and decision-making in future smart cities. [Image credit: Kudzaiishe Seti] Introduction African urban and rural spaces face unprecedented pressures in the 21st century. Population growth and economic ambitions have brought development, but this development has come with multiple challenges to service delivery and decent human habitation. Each area has its own unique challenges in relation to its geography, population size, economic activities, and other anthropogenic and biophysical environments (biogeochemical processes). Urban and rural spaces have distinct problems even if they are part of the same country or region within a country. The incessant growth of these problems calls for varying approaches to the challenges these communities face. Development partners in the form of Non-Governmental Organizations (NGOs) have unearthed the backbone of the causes of these challenges. While some solutions have flourished, donor dependence syndrome and communities’ inability to continue best practices show that there is a need to do more beyond simple aid. Communities struggle to maintain intervention practices introduced by NGOs and are unable to achieve scalability or replicability. This lack does not diminish the work the NGO sector is doing, but rather calls for an inclusive approach to development by ensuring that public office bearers are equipped with best practices on addressing challenges affecting communities. The development sector, private sector, and central government can work within the same framework to ensure sustainable and lasting solutions to communities.
