Mr Herron says that while driving is a vehicle capability, stopping is ultimately a permission controlled by a city or highway authority.
The article builds on Grid Smarter Cities’ work on digitally managed kerbside access, including its Bookable Loading Bays project in Southwark.
The feature also references Grid Smarter Cities’ work on Virtual Loading Bays, which are designed to allow authorities to introduce loading locations digitally without new street furniture, road markings or civil engineering.

Dive Brief: New York City Mayor Zohran Mamdani’s administration on Thursday unveiled 12 neighborhoods selected for the city’s “fast track” initiative to increase and more evenly distribute affordable housing development throughout the city.
Rezoning proposals aimed at creating affordable housing in the 12 neighborhoods call for reducing the land use review process to 90 days compared with the typical seven-month review period, starting Jan. 1, 2027.
The 12 neighborhoods combined produced 724 of the 63,870 affordable homes — just 1.1% of the city’s new affordable housing — in the past five years, according to the city.
Dive Insight: New York City last year recorded a historically low housing vacancy rate of just 1.4%.
New York City voters approved a number of measures to speed up housing production in November 2025, including a fast-track program to address the uneven distribution of affordable housing development in the city.

Dive Brief: A coalition of 25 cities, counties and states on Thursday sued the U.S. Environmental Protection Agency for repealing the majority of the Biden administration’s greenhouse gas emissions requirements for U.S. power plants.
The coalition also filed a notice of intent to sue the EPA for failing to regulate greenhouse gas pollution from existing gas-fired power plants.
Several state attorneys general and a representative from the New York City’s Mayor's Office of Climate & Environmental Justice are among the advocates who testified yesterday at a virtual public hearing on the EPA’s proposal to repeal greenhouse gas emissions for power plants altogether.
Zeldin said the agency does not have the authority under the Clean Air Act to regulate power plant greenhouse gases for the purpose of addressing climate change.
“Models continue to show that GHG emissions from power plants have no material impact on global climate change,” it said in announcing the repeal.

The AI-powered cameras “are tracking and creating digital footprints of everyday Americans — a nightmare for individual liberties unless Congress enacts meaningful rules and accountability,” he said in a statement.
"The Flock-Off Act withholds federal money from municipalities and police departments that deploy Flock cameras to surveil law-abiding citizens,” he said in a statement.
Hawley launched an investigation into Flock Safety in August.
Flock did not respond to Smart Cities Dive’s request for comment and declined an invitation to testify at last week’s subcommittee hearing.

Dive Brief: A Staten Island judge on Monday sided with a handful of homeowners who challenged the rollout of New York City’s planned surcharge on high-end second homes, canceling the city’s 17,000 mailed notices concerning the tax.
The surcharge, introduced in April, is expected to impact around 13,000 homes and generate $500 million for the city in fiscal year 2027, according to the city comptroller.
Several homeowners sued the city last month as it took steps required to implement the new tax, including notifying those potentially impacted.
The “vast majority” were not subject to the new tax, according to court filings.
The judge on Monday ordered the city to remove residences from the list that are not directly subject to the tax.

A joint venture of Schiavone Construction, Lane Construction and Dragados will complete the first phase of tunnel boring as part of the Palisades Tunnel construction package, according to GDC.
Construction resumed earlier this year on the Hudson Tunnel project after a federal funding dispute halted work.
The manufacturing of the tunnel boring machines occurred alongside that work and took more than a year.

My own research is an open-source framework that forecasts urban traffic congestion in real time.
It is the kind of reproducible, license-free research a city can adopt using sensors it very likely already owns.
They require procurement officers and elected officials to treat open, tested research as a serious option rather than a curiosity.
Building that bridge — pairing open research with the officials who run our cities — may do more for congestion than any single model.

City leaders gathered in the heart of downtown Chicago earlier this month to mark a milestone: the first completed office-to-housing conversion project in the central business district known as the Loop.
“The Bellwether is the vanguard for downtown office conversions that are reimagining what it means … to live, work, and play in the heart of Chicago,” DPD Commissioner Ciere Boatright said in a news release.
