By 2030, more than 95 per cent of the population in Vietnam will be able to access an airport within a 100 kilometer radius, higher than the global average of 75 percent, the Government News quoted an airport masterplan proposed by the Ministry of Construction as reporting on May 9. The figure is equal to other countries in Asia (Japan 99 percent, South Korea 100 percent, China 73.37 percent, Malaysia 98.13 percent, the Philippines 93.62 percent and Thailand 88 percent). Under a national airport development masterplan during the 2021-2030 period with a vision towards 2050, which was approved in June 2023, Vietnam is expected to have a total of 30 airports by 2030 to meet both domestic and international transport demand. This includes 14 international airports: Van Don, Cat Bi, Noi Bai, Tho Xuan, Vinh, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho, and Phu Quoc. The remaining are domestic airports: Lai Chau, Dien Bien, Sa Pa, Na San, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Phan Thiet, Rach Gia, Ca Mau, Con Dao, Thanh Son, and Bien Hoa. The public comment period is open through July 7. Dive Insight: REM requirements are an important facet of packaging EPR because they’re meant to make recycling systems more transparent and trackable. The concept was born in part to fight dumping, especially after China imposed recycling import bans in 2017 and other countries followed suit, raising more public awareness of the role some U.S. recycling systems played in exporting waste to other countries. REMs can help rebuild trust in the recycling system by providing a “clear and credible framework that supports regulatory requirements while giving interest holders confidence in how recycling outcomes are defined, evaluated and verified,” said Victoria Norman, executive director of SCS Standards and Assurance Systems, in a statement. SCS, a standard development organization for sustainability certification programs, is working with CAA to develop the draft. Governments should focus on financing infrastructure projects rather than directly constructing and operating them, according to Bob Hellman, CEO of American Infrastructure Partners, who argues that private-sector discipline is necessary to control rising costs and repeated delays on major public works projects. In an opinion piece published by Smart Cities Dive, Hellman pointed to several high-profile infrastructure projects that have experienced significant budget overruns and schedule delays, including the Gateway Hudson Tunnel project, California’s high-speed rail system and Honolulu’s Skyline rail project. “The failure is as sickening as it is predictable,” Hellman wrote. “Hitting taxpayers harder is not the answer to constant budgetary and execution failures. The answer is to bring operational and fiscal discipline to critical infrastructure that only private-sector capital and oversight can.” The Gateway Hudson Tunnel project, originally projected to cost $13.5 billion, has already surpassed $16 billion, with completion delayed several years beyond its initial target. Similarly, California’s high-speed rail project has grown from an original estimate of $33 billion to between $89 billion and $128 billion, with passenger service not expected before 2033. Hellman argued that these examples illustrate a broader pattern in publicly managed megaprojects. According to the opinion article, a study of 258 transportation projects across 20 countries found that 86% experienced cost overruns. Rail projects averaged 45% above initial estimates, while bridge and tunnel projects exceeded budgets by an average of 34%. Robo.ai announced an agreement to acquire 100% of the equity interests in Neurovia AI Limited, a developer of AI-focused data processing and compression technologies, in a transaction valued at $100 million. The acquisition will be completed entirely through the issuance of Robo.ai Class B ordinary shares and remains subject to customary closing conditions. According to Robo.ai, the transaction is designed to accelerate the development of foundational infrastructure for physical artificial intelligence applications and machine economy systems. Neurovia specializes in AI video compression, edge computing, and real-time data analysis technologies intended to address large-scale data transmission and processing challenges associated with AI-powered physical systems. The company said video data is becoming a primary input source for physical AI systems, creating growing demand for low-latency compression, edge processing, cloud analysis, and real-time data management capabilities. TULSA, Okla. — The City of Tulsa will begin a multi-week project on Monday to install smart highway lighting infrastructure along the Broken Arrow Expressway between East 15th Street and South Sheridan Road. City officials said the project will include repairs to 118 existing light poles, conversion to LED lighting and installation of smart devices that will allow crews to monitor lighting status in real time. Officials said the City maintains nearly 6,000 highway lights across Tulsa. The City previously converted much of its highway lighting infrastructure from copper wiring to aluminum wiring in an effort to reduce theft and vandalism involving electrical components. Officials said the current project builds on those upgrades and is funded through the PSO franchise agreement. According to the City, the new LED fixtures will provide brighter, more energy-efficient lighting while reducing long-term maintenance costs. The smart lighting technology will also allow city staff to remotely identify outages. The project will be completed in two phases. Crews will first work in the eastbound lanes, with inner lane closures beginning near East 15th Street and progressing east in segments. During the second phase, crews will move to the westbound lanes, with inner lane closures beginning near South Sheridan Road and continuing west toward East 21st Street. Lane closures are expected on weekdays from 9 a.m. to 3 p.m., with possible weekend work if needed. The project is expected to take up to one month to complete, weather permitting. The future built environment: Inventing future cities Professor Michael Batty, Emeritus Professor of Planning at The Bartlett School of Advanced Spatial Analysis, on how city planning must evolve in the next 100 years. As the last century wore on, this view slowly began to crumble. Our experience in trying to predict the future, certainly over the long term – years, decades and generations – but even over the very short term, –second, minutes, hours and days – was dominated by few successes and mostly failures. There is now a deep scepticism that we can predict even the closest of events to our near future. Unpredictability is thus a sign of the times in which we live but it also heralds a change in our world view of what science can do. Much of this is due to the fact that we are continually inventing new ideas and technologies and that this always means that our current theories are out of date, passé to an extent, always contingent on what we have experienced in the past but never what we might invent in the future. Coping with complexity In studying cities, we have always known this, for our mission is to design a better future – to invent the future rather than predict it. City planning is about how we invent and as we cannot predict, then we cannot predict what we might invent. This makes our role as city planners and urban designers even more significant, because although we cannot predict but only invent, the process of inventing the future city is still fraught with problems, not least those of coordinating many individual attempts at designing and managing the future city. Tucked away in the shadow of Mount Fuji about 70 miles southwest of Tokyo is Woven City. No, this is not a community made from fibers, but a living company town where Toyota and its partners are assembling a range of technologies and testing them on the residents. Woven City was initially announced at CES in 2020 on the eve of a global pandemic and phase one was completed five years later. Last week, Toyota flew us across the Pacific to find out just what they were stitching up in Woven City. The name of this new community is both a callback to the company’s origins as the Toyoda Automatic Loomworks and reference to what the automaker is trying to do. The place is multiple things at once, a town, a technological and psychographic proving ground, and an incubator for new ideas. One of the themes of Woven City is “kakezan,” a Japanese word meaning multiplication. All aspects of the city are being woven together into an ecosystem for what communities of the future might look like, attempting to multiply and create a whole that is more than the sum of its parts. The big unanswered question at this point is whether that whole will be a bold vision of what future safer, more convenient communities could become; a dystopian nightmare that Alex Karp could only dream of; or just Akio’s folly. Let’s take a look at what Woven City looks like. What is Woven City? Woven City sits on the site of the former Toyota Motor East Japan Higashi-Fuji factory. Between 1967 and its closing in 2020, the plant produced more than 7.5 million vehicles including the tiny Sports 800 sports car, Corollas and the Century luxury sedan. The notice will be published June 1, with awards distributed by Dec. 1, HUD said. - HUD last year attempted to rescind a previously approved two-year notice of funding opportunity for CoC grants and issue new criteria, an effort that courts have blocked following lawsuits. HUD’s budget proposal to Congress for fiscal 2027 eliminates CoC grants entirely. Dive Insight: The Trump administration has criticized homelessness policies that promote permanent housing and harm reduction, instead promoting a view of homelessness as largely a mental health issue. “We must abandon the failed ‘Housing First’ policies that have misused taxpayer funded resources without any expectation of results and too often leave individuals trapped in addiction, untreated mental illness, and indefinite dependence on government systems,” HUD Secretary Scott Turner said in a press release following an April 14 White House summit focused on “drug addiction among the homeless population.” “HUD will promote treatment, recovery, and self-sufficiency,” Turner said. Homeless advocacy groups such as the National Alliance to End Homelessness have suggested such reforms could be detrimental. Pulling support from existing programs could push as many as 200,000 individuals into homelessness, NAEH said in a press release. In its April 30 CoC grant announcement, HUD encouraged participation from “a wide range of providers,” including faith-based organizations, law enforcement and mental illness treatment providers.

Breadcrumb Luxury housing boom fuels fears for poorer Egyptians Egypt’s growing focus on luxury housing and smart-city developments is fuelling criticism over the government’s urban priorities, as millions struggle with soaring housing costs and declining purchasing power. The debate intensified after Prime Minister Mostafa Madbouly inaugurated The Spine project, a smart-city development by Talaat Moustafa Group valued at more than 1.4 trillion Egyptian pounds ($27 billion), while many Egyptians face rising rents and property prices even within state-backed housing schemes. The project, located inside the Madinaty real estate development east of Cairo, spans 3.9 million square metres and is backed by financing from the state-owned National Bank of Egypt amounting to roughly 24% of its value. The launch has triggered widespread debate over whether the Egyptian state is prioritising luxury real estate investment over affordable housing in a country where independent studies estimate that more than a third of the population suffers from "urban deprivation", including inadequate housing and poor access to services. A study published in early May by the Alternative Policy Solutions Centre at the American University in Cairo said the state was increasingly shifting towards luxury and upper-middle-income housing projects, particularly in the New Administrative Capital and smart cities, while low-cost housing had declined relative to actual demand. Prior work: Smart mobility has traditionally been a central topic in the discourse on smart cities. In recent years, however, related scientific publications and EU/Member State policies have increasingly focused on the contribution of (smart) urban mobility to sustainability. Accordingly, this research draws on the latest literature and policies concerning smart, sustainable urban mobility. Approach: The paper primarily employs the content analysis method developed by Klaus Krippendorff, combined with some elements from the discourse analysis toolkit. Using this method, the terms “smart”, “sustainability” and “(urban) mobility” are analysed in documents representative of local-level discourse on urban mobility in Hungary. These documents include sustainable urban mobility plans (SUMPs) and sustainable urban development strategies (SUDSs) from the most significant Hungarian cities. Results: Higher-level policies have a significant, albeit non-deterministic, impact on municipalities in Hungary. This is most evident in the case of the 'smart” dimension: municipalities that were more committed to participating in the smart, sustainable urban mobility discourse (i. e. those with SUMPs) have adapted to a broader, management-centred, value- and interest-driven approach inspired by EU policies, rather than to the traditional technology-oriented approach. Dive Brief: - The Federal Emergency Management Agency Review Council’s long-awaited final report, released Thursday, recommends a fundamental reorientation of disaster response, giving states and local governments primary responsibility for managing disasters while streamlining recovery and mitigation grant and assistance programs. - “How do we respond to a disaster at the federal level? First, we recognize that it’s locally executed,” Review Council member Michael Whatley, former chair of the Republican National Committee, said during a Thursday meeting to release the report. “Locally executed, state-managed and federally supported — that was our North Star.” - The council recommends rolling out 10 guiding principles and key recommendations over two to three years so states and local governments can build fiscal and operational capacity before they take on the new responsibilities. Dive Insight: President Donald Trump established the FEMA Review Council in January 2025 to advise him on FEMA’s ability to address disasters and recommend changes to how the agency operates. Two months later, he signed an executive order shifting more responsibility for disaster preparedness to state and local governments. A December meeting to discuss the council’s final recommendations was abruptly canceled amid news reports that then-Department of Homeland Security Secretary Kristi Noem’s office had severely edited the report. The council solicited input from state and local governments, nonprofits and faith-based organizations, the research community and residents affected by disasters and held “listening sessions” in 13 cities, according to the report. Review Council member Mark Cooper, chief of staff for former Louisiana Gov. Smart Docklands funds four projects in biodiversity, accessibility, and community innovation Posted on: 08 May 2026 The newly funded pilot projects will enable another cohort of innovators to tackle some of Dublin Docklands’ urban challenges. Smart Docklands is one of Dublin’s flagship smart districts, representing a unique collaboration across academia, industry and local government to advocate for and pilot community-centred technology innovations. The programme is delivered in partnership between Dublin City Council and the CONNECT Research Ireland Centre for Future Networks headquartered at Trinity. This second round of pilots reflects the breadth and ambition of what community-led innovation can look like. Building on the learnings from the inaugural round, the newly funded projects were again shaped by a community survey and wider engagement. The four new pilot winners are: - WingSense, Trinity – Biodiversity/Urban Greening: Low-power mmWave radar sensors detect insect and pollinator activity continuously, day or night and in all weather conditions, without capturing images or audio. Machine learning transforms this data into actionable, privacy-safe biodiversity insights for cities. - ScannAR, Solasine – Digital Tools/Tech Access: A web-based AR experience delivered via QR codes — no app needed. Scanning unlocks 3D experiences with audio narration and local storytelling, fully accessible to blind, visually impaired, deaf, and hard-of-hearing users. - ARROW, The Convention Centre Dublin– Accessibility/Inclusive Design: An inclusive wayfinding layer co-designed with neurodiverse users, combining 'what to expect' guides, typical and real time sensory environment indicators into one coherent, place-based service. - Raytown Roundtable, Codema – Dublin’s Energy Agency – Accessibility/Inclusive Design & Digital Tools/Tech Access: A touch-based interactive table piloted at the Raytown Energy Dock in Ringsend/Irishtown, giving residents a hands-on way to explore their neighbourhood and shape local decisions — no digital skills needed. Smart Docklands has announced the winners of its second Call for Pilots, who will each receive €12,500 for their project.
