Many practical challenges remain At the end of January 2026, the People’s Council of Ha Noi approved a Resolution on the Smart Ha Noi Urban Development Scheme to 2030, with a vision to 2045. Accordingly, the objective for smart urban planning by 2030 is that 100% of detailed plans will be digitised in 3D and integrated into a unified GIS (Geographic Information System). The city’s overarching viewpoint is to develop Ha Noi into a smart city of Asia–Pacific standing, with capabilities comparable to leading cities in areas such as urban data, artificial intelligence, smart transport, urban security, environmental management, and data-driven governance… Beyond spatial organisation, Ha Noi’s smart urban planning to 2030, with a vision to 2045, also ensures the integration of digital infrastructure, urban data, and intelligent operational capacity. Projects involving transport infrastructure, landscape spaces, new urban areas, industrial zones, and key functional areas of the city must be planned in a “smart-from-the-outset” manner, ready for connectivity, monitoring, data utilisation, and centralised management throughout their lifecycle. Paris, 16 April 2026 A new report from the International Energy Agency (IEA) assesses how the relationship between energy and artificial intelligence (AI) is evolving rapidly, drawing on the latest data and analysis and close tracking of technological and economic developments in the AI sector. Building on the IEA’s landmark Energy and AI report from April 2025, the new analysis published today finds that the field has continued to develop at speed. Driven by data centre investments, the capital expenditure of five large technology companies surged to more than $400 billion in 2025 and is set to increase by a further 75% in 2026. Electricity demand from data centres soared by 17% in 2025, and that of AI-focused data centres climbed even faster – well outpacing growth in global electricity demand of 3%. According to the report – Key Questions on Energy and AI – power consumption per AI task is declining rapidly, with efficiency improving at a rate unprecedented in energy history. However, more people are using AI, and energy-intensive uses – such as AI agents – are on the rise. As a result, electricity consumption from data centres is set to double by 2030, and power use from those focused on AI is poised to triple. At the same time, AI deployment is increasingly coming up against a range of physical bottlenecks, limiting the rate at which data centres can expand in the near term. Supply chains for energy technologies such as gas turbines and transformers, as well as for advanced chips and IT components, have tightened over the past year – and the swelling pipeline of data centre projects is straining planning and regulatory systems, holding up grid connections and other necessary approvals. Abstract Fires in postpartum care centers pose significant risks to the safety of mothers and newborns, highlighting the need for effective egress safety evaluation. This study proposes a systematic method for assessing egress safety based on the Egress Safety Ratio in postpartum care center buildings. Fire simulations were conducted to analyze the correlation between fire environment factors (e.g., temperature, toxic gases) and available safe egress time, which served as the foundation for constructing a comprehensive database. Using this database, an artificial neural network-based real-time prediction model was developed, enabling the identification of safe egress routes under various fire scenarios. Additionally, an integrated system for quantitatively evaluating Egress Safety Ratio was established. The reliability of the proposed model was validated by comparing fire simulation results with artificial neural network-based predictions using different postpartum care center floor plans, demonstrating good agreement and confirming its accuracy and effectiveness in evaluating and improving egress safety. The proposed model is expected to serve as a valuable tool for enhancing fire safety in postpartum care centers. Modern command and control centres play a critical role helping cities, infrastructure and organisations stay secure and resilient. In more volatile operating environments, when geopolitical conflicts can reshape airspace access, logistics and supply-chain routes in real time, these centres manage essential operations under growing pressure. But while they can monitor everything, some still struggle to take quick informed decisions. From policing and emergency management to energy and transport, they enable real-time coordination across critical operations, bringing together data, monitoring and decision-making to help organisations manage disruption as it unfolds. Yet, research shows that despite heavy investment, most CCCs remain expensive monitoring environments, not true decision engines. To help address this gaps, PwC Middle East has developed the Global CCC Index, the world’s first structured framework for assessing and guiding command and control centre transformation. The Index enables CCCs to identify operational blind spots, benchmark themselves against global peers, and prioritise innovation across different stages of maturity – traditional, advanced and moonshot. While traditional centres are reactive and siloed, advanced centres are stronger on real-time monitoring and coordination but still fall short on predictive and prescriptive capability. Moonshot centres are more integrated, artificial intelligence (AI)-enabled and dynamic in how they support decision-making. The broader aim of the index is to accelerate the journey towards the ‘moonshot’ readiness, where command environments become more proactive, data-driven and increasingly self-optimising. PwC Middle East has assessed 20 global CCCs across the three maturity levels and across geographies and domains to understand their current maturity. Our analysis shows that while most centres excel at real-time visibility, fewer than 30% demonstrate strong decision orchestration or predictive capability. Dive Brief: - The city of Boston and the Mass Clean Energy Center announced Thursday $500,000 in funding for a year-long project exploring the feasibility of capturing thermal energy from Boston-area waterways to deliver large-scale heating and cooling. - The Boston Thermal Energy Network Project, known as BosTEN, is a closed system that would deliver thermal energy captured from the Charles and Mystic rivers, Boston Harbor, the Fort Point Channel and the bedrock beneath the rivers to nearby buildings through sealed infrastructure without drawing water from the waterways. - “By exploring thermal energy, we’re opening an opportunity to keep our buildings comfortable year-round while maintaining stable electricity costs and paving the way for other cities across the Commonwealth to do the same,” Boston Mayor Michelle Wu said in a statement. Dive Insight: Growing demand for electricity to power data centers and transportation electrification, along with the Trump administration’s deprioritizing of renewable energy, make it imperative for cities to investigate thermal energy networks, Johanna Partin, founding principal of Transformative Strategies Consulting, told Smart Cities Dive last year. Last month, Massachusetts Gov. Maura Healey signed an executive order to increase Massachusetts’ energy supply, directing state agencies to identify opportunities for geothermal energy, expedite licensing and permitting, and address hurdles to advancing thermal energy sources in the state. “Thermal energy networks offer a smart, scalable way to meet growing demand while cutting pollution and easing pressure on our grid,” Healey said in a statement Thursday.
