Abstract Increased traffic congestion, limited delivery windows, vehicles’ diverse fleets, and dynamic environments are all contributing factors to the inefficiency of urban freight systems. Due to the inability of traditional routing techniques to adjust in real-time to partially visible multi-constrained conditions, delivery delays, fuel consumption, and operating costs all increased. This research proposes a constraint-aware projected policy learning-reinforcement learning (CAPPL-RL) framework to optimize urban freight delivery routes while enforcing real-world constraints, including traffic congestion, delivery time windows, and vehicle capacity. The routing problem is formulated as a partially observable Markov decision process, with autonomous vehicles as agents navigating stochastic urban traffic networks. Using the UFVOD dataset, CAPPL-RL integrates Q-learning with ε-greedy exploration and projection-based constrained policy optimization (PCPO) to enable adaptive, constraint-aware routing. Simulation results demonstrate that CAPPL-RL outperforms PCPO-RL, reducing average delivery time from 65.3 to 52.1 min (20.2%), fuel consumption from 0.12 to 0.093 L/km (22.5%), and constraint violations in time windows from 12 to 3 (75%) while achieving 100% compliance with vehicle capacity limits. These results validate CAPPL-RL as a robust, scalable, and adaptive framework for dynamic urban freight logistics. New York City Mayor Zohran Mamdani's administration is eager to continue the containerization drive that his predecessor Eric Adams began four years ago. Starting with wheeled bins for small buildings and businesses before expanding to larger bins last year, the "trash revolution," as Adams called it, is remaking New York City's streets. Yet Adams' administration did not set aside money in previous budgets to realize the ambitious plan to roll out big on-street containers for large buildings and schools, officials say. That task falls to new leadership at the Department of Sanitation and City Hall, which in addition to negotiating the budget with the city council must deal with transatlantic supply chains and questions about the best path forward. “The lift is a bit heavier than we had anticipated,” Deputy Mayor of Operations Julia Kerson told Waste Dive. “Despite talking a lot about containerization, the resources and the planning work had not been put in place in the last administration.” The city's containerization drive began in earnest in 2022, when the agency announced it would push back the set-out time for waste unless buildings bought trash containers. The agency subsequently contracted with bin manufacturer Otto and partnered with retailers to provide city-branded rolling bins. Those will become mandatory in June for residential buildings with one to nine units. DSNY also procured "Empire Bins" from European manufacturer Contenur capable of holding up to four cubic yards of material, equivalent to about 45 plastic refuse bags, according to city documents. The department also worked with several manufacturers to acquire automated side-loading trucks capable of handling those bins. Those were rolled out in a Manhattan community district last year, placed in parking spots in front of the buildings that used the containers. Dive Brief: - The most dangerous part of a transit bus ride is getting to and from the bus stop, according to research conducted by the University of Tennessee-Knoxville for the Center for Pedestrian and Bicyclist Safety. - Passengers may need to cross the road to or from the bus stop, where infrastructure such as crosswalks and pedestrian signals may influence safety, said Allison Rewalt, a graduate research assistant in the Department of Civil and Environmental Engineering at the university, during a March 25 webinar. - The research revealed that pedestrian crashes were about five times more likely to be related to a transit bus stop than pedestrian collisions at intersections. Dive Insight: Transit buses are among the safest travel modes for passengers. “However, this figure primarily refers to the time spent inside the transit vehicle, and it doesn't include the walk to and from transit,” Rewalt said. The researchers, led by Candace Brakewood, an associate professor at the university, reviewed previous studies, data from the federal Fatality Analysis Reporting System and Pedestrian and Bicycle Crash Analysis Tool and the Minnesota Department of Transportation. The Minnesota data of 38 crashes showed that 43% occurred while people were walking to or from the transit stop. Although the sample size was small, Rewalt said they read each crash narrative from the reporting law enforcement officer and used Google Street View to understand the context of each crash better. Nearly 80% of crashes occurred at bus stops along higher-speed arterial roadways. Among all collisions, “The action of the pedestrian prior to the crash was significant,” Rewalt said. More than 56% of collisions occurred when the pedestrian was walking in the road travel lane, while more than 16% occurred in crosswalks. The utility billing department of Panama City, Florida, has cut some processing times by half and saved 25% on paper costs using an AI-driven payment platform, according to Charlotte Andrews, customer service manager for the department. The utility billing department was using “an outdated payment-processing program that did not communicate with our utility software,” Andrews said. Because payments didn’t post right away, two to three workers had to spend three hours determining whether customers met their payment deadlines, she said. Using the Generative AI Report Generator, a digital platform from electronic bill payment provider InvoiceCloud, one person can get the same work done in an hour, she said. The platform lets users instantly access specific data and create customized reports in real time using plain-language prompts. “Payments are now reflected on the accounts within one minute instead of two days,” Andrews said. Because so many customers signed up for paperless billing, the department has reduced printing costs by 25%, she said. In addition, employees can now quickly see statistics to understand what services are most in demand. For example, if not many customers signed up for text messages, the utilities office could advertise it more, she said. “Before AI, if we wanted to know how many customers made online payments using a card, we would have to run a report and manually add up the payments on a monthly basis,” Andrews said. Steve Schult, chief product officer at InvoiceCloud, said the platform can analyze usage and adoption patterns. “Staff don’t have to go run reports, stitch data together. The action program on the implementation of the Party Central Committee's Resolution No. 06 on urban planning through 2030, with a vision to 2045, is designed to ensure unified direction across ministries, sectors and localities, while enhancing awareness and accountability in urban planning and development, contributing to the country's industrialization and modernization goals. Urbanization to exceed 50% by 2030 Vietnam's urbanization rate is targeted to reach at least 45% by 2025 and exceed 50% by 2030. The proportion of urban construction land is expected to stand at around 1.5-1.9% of total natural land area by 2025 and 1.9-2.3% by 2030. The number of urban areas nationwide is projected at 950-1,000 by 2025 and 1,000-1,200 by 2030. By 2025, all cities and towns are required to have comprehensive master plans and urban redevelopment programmes in place. Infrastructure development will be a key focus. By 2030, Vietnam aims to establish several national and regional urban centers with healthcare, education and cultural standards comparable to the average of the top four ASEAN countries. The trouble is that most of these contracts are signed without a standardized evaluation framework. This means many vendors will underdeliver. Some already have. The vendors in this space aren’t necessarily bad actors, but the category is new and the technology is just obscure enough that procurement officers are often forced to evaluate platforms using criteria the vendors themselves wrote. It’s a classic procurement trap: Cities sign contracts based on “sunny day” demos, only to receive deliverables that don't match the sales pitch. By the time the gap is visible, the budget is spent and the vendor is already pitching to the next county over. The problem is evident not just in street-level imagery like digital twins, but across the rapidly expanding smart cities sector as a whole. The U.S. smart cities market has roughly doubled in value over the last five years and continues to grow rapidly. Similar risks appear in other emerging technologies that cities are adopting, including Internet of Things sensors for traffic, air quality and parking; license plate recognition systems; and AI-powered predictive maintenance. Without rigorous scrutiny, these deals frequently lead to underperforming systems, vendor lock-in and wasted budgets. This pattern is repeatable, but it’s also preventable. Asking potential vendors the following seven questions won‘t guarantee you pick the perfect partner, but they will ensure the wrong one has nowhere to hide. 1. This study introduces a resilient cybersecurity framework designed to detect and classify various cyber threats, including DoS, DDoS, Reconnaissance, Sybil, Replay, and Spoofing attacks, targeting critical transportation systems such as the Internet of Vehicles (IoV), electric vehicle (EV) charging networks, and Vehicular Ad hoc Networks (VANETs). By combining machine learning with Federated Learning (FL), the framework effectively tackles key challenges like high computational costs, dependence on centralized data, and scalability across different IoT systems. FL improves data privacy by keeping sensitive information on edge devices, reducing concerns over centralized data storage. Moreover, TreeSHAP, an interpretability technique, is utilized to provide transparency and deeper insights into attack detection. The proposed system achieves high F1 scores of 0.980, 0.982, and 0.99 on the CICIoV2024, CICEVSE2024, and VeReMi Extension datasets, respectively, demonstrating its effectiveness on multiple IoT security datasets relevant to smart city transportation and energy systems. while safeguarding user privacy.
